AGGRAVATED BURLGARY INVESTIGATION UNDERWAY

The Criminal Investigation Department of the Royal Turks and Caicos Islands Police Force is investigating an Aggravated Burglary at a Hotel along Princess Alexandra
Drive, Grace Bay, Providenciales.

Reports are that on November 9th, 2019, shortly after 5:00 a.m., a 62-year-old man was stabbed by a Burglar who entered his hotel room.

The 62-year-old was taken to Hospital and is currently listed as stable.

We are aware of some unhelpful misinformation in relation to this incident that is circulating through Social Media. The public is advised to refrain from sharing these
falsehoods. This investigation is being classified as an Aggravated Burglary.


ROBBERY AND AGGRAVATED BURGLARY INVESTIGATIONS UNDERWAY

Police are investigating an Aggravated Burglary around 2:43 a.m., on Tuesday, November 5th, 2019 after gunmen entered an apartment complex on Church Avenue, Blue Hills, Providenciales and demanded money from the occupants. An unknown amount of cash was taken. There were no reports of injuries or shots fired in this incident.

Police Officers also responded to the Airport Road, Providenciales following reports of a Robbery at a Boutique on Tuesday, November 5th, 2019. According to reports,
two armed youngsters entered the establishment and made good of their escape with an undisclosed amount of cash and a cellular phone. The incident took place shortly after 2:00 p.m. There were no injuries reported or shots fired in this incident.


Turks & Caicos Islands Records Robust Growth in 2018

PROVIDENCIALES, Turks and Caicos Islands (November 4, 2019) – The Turks and Caicos Islands not only maintained its market share in 2018 but also experienced 18% increase in overall visitor arrivals.

The Turks and Caicos Islands 2018 figures indicate that the destination welcomed and hosted some 1.4M tourists to its shores. Whereas cruise arrivals accounted for the majority of the visitor population, and showed an increase of 23% which is the highest number of cruise passengers to date; with ships carrying an average capacity of 95%. Land-based arrivals has seen a growth of 6% this year. Despite natural disasters Irma and Maria in 2017 the Turks and Caicos Islands has proven itself to be a resilient destination in which tourism continues to thrive.

The American market maintained its dominant share of total arrivals accounting for 82% of the destination’s land based arrivals. Increases in the Canadian, European and South American Markets were also achieved in 2018.

The report also highlighted the growth of the vacation rental market. Vacation rentals (for example Air B&B and HomeAway) listings increased by 18% when compared with 2017. The listings are composed of entire homes, private rooms and shared room rental types.

Acting Director of Tourism Mary Lightbourne commented, “The destination continues to experience impressive growth in both land based and cruise arrivals. The Turks & Caicos Tourist Board will continue to work strategically to market and position the destination as the premier luxury destination in the Caribbean”.

The Tourist Board attributed this growth to its use of non-traditional mass media marketing strategies in addition to strategic industry partnerships.

POLICE INVESTIGATE SHOOTING INCIDENT, ONE INJURED

Police on Providenciales are investigating a shooting incident overnight on Miller Clark Avenue, Blue Hills, Providenciales that left one man injured.

According to Police Control Room, at 9:13 p.m., Sunday, November 3rd, 2019, a man was shot and taken to hospital.

Reports are that the 23-year-old man was shot by armed men who escaped into nearby bushes.

Whilst investigators are keeping an open mind as to the motivation for the shooting, the public is advised that there is nothing to indicate that this incident was a Robbery.


Turks and Caicos Islands to gain greater renewable energy integration under new partnership with FortisTCI and Clinton Foundation

A new partnership will advance a regulatory framework, utility-scale energy storage, electric
vehicle integration, and the promotion of energy efficiency.
Providenciales, Turks and Caicos Islands (Wednesday, October 30, 2019) – On
Wednesday, October 23, following Cabinet’s approval, the Government of the Turks and Caicos
Islands, FortisTCI – the islands’ utility provider, and the Clinton Foundation signed a
memorandum of understanding (MOU) to begin implementing initiatives supported by the
country’s Resilient National Energy Transition Strategy (R-NETS). This strategy was developed
by the Turks and Caicos Islands Government, FortisTCI, and Rocky Mountain Institute in 2018
and provides a roadmap for the country’s energy future over 22 years, from 2019 to 2040.

Under the MOU, all parties have committed to accelerate the development and integration of
more clean energy sources throughout the Turks and Caicos Islands. The partnership will
advance renewable energy in a number of ways:

 Building a regulatory framework;
 Support for permitting and planning of renewable energy projects;
 Assessment of resources, including wind resources, utility-scale energy storage
capabilities, and land assessment of project sites using geographic information system
(GIS) tools;
 Implementation of renewable energy technical skills analysis;
 Integration of electric vehicles; and
 Promotion of energy efficiency.

Speaking on the MOU, the Minister of Home Affairs, Public Utilities and Transportation
Honorable Goldray Ewing, said, “TCIG is committed to developing a clean energy future for
Turks and Caicos Islands that will decrease the islands’ reliance on imported fossil fuel, reduce
the cost of electricity for households and businesses, and demonstrate the country’s willingness
to play a lead role in efforts to combat climate change. This agreement represents the first step
towards that goal.”

FortisTCI President and CEO Eddinton Powell, said, "The transformation of the energy sector in
the Turks and Caicos Islands is taking shape, and the continued collaborative approach is
critical to our success in transforming to the new energy future. By working together to advance
sustainable and resilient energy projects in the TCI, we can meet the objectives established in
the R-NETS. These objectives bring value and benefits to all stakeholders.

Mr. Powell added, "FortisTCI is pleased to continue partnerships with the Turks and Caicos
Government and the Rocky Mountain Institute, and we look forward to working with the Clinton
Foundation. Renewable energy brings with it great opportunities. There is no doubt that
together, we can create an energy-producing economy and become less dependent on
hydrocarbons. Together we can enable supply and price stability, entrepreneurship, and wealth
creation across the TCI."

Senior Project Manager, Clinton Climate Initiative Alexis Tubb, said, “The global community is
looking to the greater Caribbean region to be first responders and champions for the fight
against climate change. Replicable, scalable projects have the potential to show the world that
renewable energy is affordable, economically sound, and environmentally sustainable. To make
those projects possible, everyone needs to come to the table – the public, private, and non-
profit sector. This MOU symbolizes that in Turks and Caicos all parties have come to that
proverbial table and shown their commitment to accelerate clean energy.”

The Clinton Foundation and the Rocky Mountain Institute work together with governments and
utilities to help foster the development and integration of renewable energy by enabling
financing opportunities and providing project support. This work is made possible by the players
of the Nationale Postcode Loterij in the Netherlands and the People’s Postcode Lottery in the
United Kingdom.


PREMIER’S NATIONAL ADDRESS ON RECENT EVENTS

Good afternoon Turks and Caicos Islands,

CABINET MINISTER AND INTEGRITY COMMISSION

I am encouraging us to use the efficiency and advances in social media for good. Today we see circulating a Whatsapp message in relation to a Minister of my Cabinet. I wish to clear the air right away on this. Hon Ralph Higgs, as this matter will recall, was reported to the Integrity Commission some years ago by the Hon Porsha Stubbs Smith concerning the inclusion of the Promenade in Bottle Creek North Caicos under his Ministry. This Project was included in my Party’s Manifesto, was the plan of elected members before Hon Higgs and was given approval by myself to be included in the Budget, passed by the Cabinet and the House of Assembly. Hon Higgs will vigorously defend himself against this malicious report next week before the Integrity Commission. Again this is an old matter and it is a sad attempt to spread lies with a plan to smear persons’ name and reputations.

I turn our attention to the main now two issues that I propose to address.

AIR TRAFFIC CONTROLLERS STRIKE

Much has transpired over the past few weeks in this country that has caused residents of these Islands to be seriously concerned. I begin with the most recent experience that saw the sudden cessation of local and international flights on Friday past. The impact of this is still being tabulated and analysed; what has not been and cannot be analysed and monetized is the fall out in reputation for us as a destination. Whilst persons will focus on monetary value, I have asked the Chairman of the Tourist Board to seek information from the TCHTA and others as to the number of guests that were impacted.

I have been receiving stories of residents and visitors alike and again apologize for this tragic experience to have befallen this beautiful destination. Because this is a critical area and because the action of the staffing had an international impact, it became evident, very clearly, that as Premier and Minister with responsibility I had to become involved very early, though meanwhile respecting the Airports Authority’s Board’s authority and remit. I must start by thanking the Air Traffic Controllers who in the end, returned to work and thanks to the Acting CEO Mr Floyd Ingham (newly appointed COO) and the newly appointed Chairman of the TCI Airports Authority Board, Mr Andre Malcolm Jr.

On Friday morning I was informed by the Acting CEO very early that ATCs on shift across TCI did not come into work but called in sick. The Acting CEO immediately began efforts to reach persons to fill in so that the American Airlines flight on the ground could leave. During his (and eventually the Board’s) efforts, I made contact with the Civil Aviation Authority, who are the Regulators, and invited all to a meeting. While we were gathered for the Meeting, we were advised that the ATCs had gathered at a Restaurant in the Grace Bay area with strike paraphernalia and holding signs. To this point, there had been no contact with the Airports Authority, the Board or the Government and there was no identifiable spokesperson or letter delivered. The Acting CEO and the Chairman of the Board left and went to meet with the ATCs who handed them two letters: one dated September and the other dated Friday’s date; all items listed in the September letter were not included in the October letter as there was demonstrable progress. Immediately we were informed that two meetings had been held with the ATC over the past months and I encouraged the Acting CEO and Chairman to seek an audience with the ATCs away from the few members of the public who had come to the scene. Whilst on site, former Premier Michael Misick appeared as well as elected member for Cheshire Hall who both took different approaches. I wish to thank Hon Parnell for his efforts to assist in securing a Meeting between the ATCs and the Acting CEO and the Chairman of the Board. Though a time for midday was confirmed, this was frustrated as we were advised by ATCs that they were told not to meet the Government by the elected member Hon Josephine Connolly who had by then together with Former Premier Michael Misick joined the demonstration and were holding placards. Flow’s Social Media representative and PNP candidate soon joined in and began live coverage.

There were attempts then by these persons and now including the LOO Hon Washington Misick to bait me as Leader of this country to come to the street to hear sensitive concerns that were raised by the ATCs. I resisted all urges as this matter was too sensitive in many cases to seek to address on the curbside. I thank the ATCs who did not take this stance but who agreed to meet at 2pm at my Office. By this time, failing the earlier Meeting, we had to issue a Notice to Airlines and all flights including international flights offered by AA and Jet Blue were cancelled. I had invited their spokesperson or spokespersons and was pleasantly surprised that all ATCs came and met with myself, the Deputy Premier, the Minister of Immigration, the Chairman and the Acting CEO for nearly 4 hours.

The ATCs expressed their concerns and were given proof that the issues were being addressed and they were satisfied with the documentary proof that the TCIAA had done its part as promised in the Meetings held with them in recent weeks. Additionally, salaries and pensions were raised and the matter was fleshed out with commitments as it relates to the timeline on the procedure. I had not known until the former Minister of Finance and now Leader of the Opposition shared nationally that this was a seven (7) year issue. I had met privately with a few ATCs in 2017 before the Hurricanes and the state of the Tower, a sore issue I was made to understand since early 2000s, and salary increases were discussed. I must admit that the next Budget passed in 2018 after the Hurricanes did not include the new proposed Building but this Budget 2019/20 does and in September an artist rendition was released publicly. Nonetheless works are to be done to the existing place and commitments were already made by the TCIAA in this regard and endorsed by the Board and myself. The matter of salaries were reported for action but regrettably did not move fast enough. This new Board appointed in March received an update on the works towards a salary review as recent as a week before the Strike (on Friday October 18th). Whilst salary was a critical issue for the ATCs, they were reasonable and mature in their approach as the process was explained.

I must again thank them for facilitating the emergency airlift for medical services on Friday past and for their reasoned position at the end.

I must say to the public that a Statutory Body is not a Government Department. These Bodies are governed by Boards, not by the elected Government or the Deputy Governor. The former Board demitted Office in March this year and Mr Andre Malcolm Jr. was appointed the new Chairman. I am thankful for Mr Malcolm’s role on Friday and am confident in his leadership. Once he was made aware of the issues, decisions already taken at management level were endorsed and other commitments to be made, were made.

Prominent businessmen made their way to the scene on Friday in an attempt to assist in the resolution. I am grateful to Mr Carl Simmons who addressed the Leader of the Opposition and he and his elected member left shortly after which released the tension at the scene. I am also grateful to Attorney at Law Mr Alvin Garland who also addressed the former Premier and he also left.

It is also important for me to address the fact that the PNP’s Facebook Page early in the day hinted at two other critical but now Government Departments. I have since reached out to the Head of the Public Service and addressed Ministers as to this and am satisfied that this matter is being addressed. I believe it is important to address comments made by the Deputy Leader as to the treatment of civil servants under my Government and will do so at a later date. As Minister of Finance, I am required to present to the HOA a mid-year Financial Statement and it is there I will address his comments with the hopes that he will understand.

I am concerned what we are seeing and the intent of others to punish this country and trifle with our already fragile reputation and more concern about the willingness of the Opposition members to egg on experiences that are designed to negatively impact our entire country.

Amidst rants and mistruths that I was out of the country, missing in action, responsible for not delivering a salary increase and statements that the ATCs had to strike to get my attention to meet them, or that a fictitious break down in relationship between the regulator, the Civil Aviation Authority and the operator, the Airports Authority was to be blamed, one thing was truthful among all of these lies, the Opposition seems to have sunken to a new low and have displayed a dangerous level of politicking that will harm this country and are prepared to destroy this county to get the reins of power. As the immediate former Leader of the Opposition, opportunities as such presented themselves but love of country and maturity won over cheap politics.

I cannot as leader of this country not call out persons in elected leadership and aspirants for the path that they took and seem to joyfully to encourage. The truth is there is a climate that is being shaped by them and regrettably over issues that had faced them their entire 4 year term just ended. I will not ask why they did not address it but will say to the country that I will work and get the job done. The Fire Fighters, the Prison Officers and the Airports Authority Air Traffic Controllers’ main issue in common is poor physical space: all being addressed my by Government and well advanced. It is critical, in the interim, to ensure comfort whilst these works are ongoing.

It is regrettable that this matter has escalated to this but am confident that the issues have been sufficiently addressed. There are legitimate concerns that the ATCs raised that required attention beyond the Authority and the Board. It is a disservice to them to try to exploit their concerns.

I must also call on the members of the Opposition who have sought to inflame this issue for political points or a photo opportunity, to see the national importance of addressing this matter and to refrain from politicizing it. This is a critical service and the employees are critical. They did not need their concerns coloured but addressed as this time and it fast became a politically divided one where persons who were originally sympathetic towards them, pulled back their support.

I call on the Leader of the Opposition to educate his candidates on how Government works. The seeds planted today may bear fruit when they least want it to and as a country we cannot afford it at any time. Any fall out in revenues does not harm the PDM but harms the country; a poor country’s reputation will not hurt the PDM but it hurts the entire country. Some issues should be politicized but nationalised.

Politicians who choose to engage in this type politics will be rejected as voters are smarter than this. It is also sad that good persons who can offer themselves in this country are being turned off from serving in elected office because of this misguided behaviour painted as representation. Residents, I have and will always ask you to promote your candidate of choice by educating on the issues, their stance and records and refrain from the personal attacks and actions that harm us as a people.

UK GENERAL ELECTIONS

I turn briefly to the recent vote in the UK that will see a December 12th Election and the prorogation of the House as early as next week. This has been my greatest fear as we tried to press a more urgent approach to our Constitutional Talks with the UK. The Minister with responsibility for the UK OTs had agreed as he did last December during JMC agreed to meet the TCI delegation including myself and members of the PNP at the end of November. Regrettably this date will no longer hold and as such we will need to wait for a new Government and a new Minister to continue these talks. We are terribly disappointed but will use the time to ensure that we remain on accord.

CONCLUSION

We are a beautiful country. There remains much more that unites us than divides us. Our love for country must always be our guiding light. May we renew our commitment to its advancement for the better and may God continue to bless these beautiful by nature, Turks and Caicos Islands.


InterHealth Canada - TCI Hospital hosts 1st Antimicrobial Stewardship Workshop

(Providenciales, Turks and Caicos Islands – Wednesday 23 October, 2019): Over 50 health care practitioners participated in the first Antimicrobial Stewardship Workshop hosted by InterHealth Canada – Turks and Caicos Islands Hospital to examine topics related to antimicrobial resistance and infectious diseases.

The workshop was held on Tuesday, October 8th 2019 at Cockburn Town Medical Centre and Thursday, October 10th 2019 at Cheshire Hall Medical Centre. Dr Corey Forde, Infectious Disease, Infection Prevention and Control, Antimicrobial Resistance and Stewardship Consultant of Barbados was the guest presenter. Forde gave a presentation on notifiable disease reporting, surveillance and the effective implementation of an antimicrobial stewardship program.

The cadre of presenters included a medical doctor, laboratory technologist, pharmacy manager and nurse educator employed at Turks and Caicos Islands Hospital. Other topics examined included drug preparation and therapeutic drug monitoring, antibiotic resistance patterns in TCI, antimicrobial strategies for nurses, doctors and sampling techniques.

Real case scenarios were provided for attendees to complete prescription writing using antimicrobial stewardship guidelines. Antimicrobial resistance is the ability of a microbe to resist the effects of medication that once could successfully treat the microbe. Resistant microbes are more difficult to treat, requiring more powerful antibiotics.

Commenting on the workshop, Isha Honore, Quality, Risk and Patient Safety Manager with responsibility for the Infection Prevention and Control Department said: “The Antimicrobial workshop was very successful and marks a significant milestone for the TCI Hospital as we address the global challenge of antimicrobial resistance. The success of the antimicrobial stewardship program calls for unity and collaboration of all stakeholders. This workshop helps to start the necessary conversations that further drive programs and practice interventions that promote patient safety education.”


PREMIER SIGNS OCT DECLARATION ON OCEAN

The Premier Hon. Sharlene Cartwright-Robinson signed a Declaration on Ocean during the Overseas Countries and Territories (OCT) Association’s Conference on Oceans held in Brussels, Belgium on the 16 – 17 October 2019. Turks and Caicos Islands made representation at the Conference with the ceremonial signing of the OCT Declaration on Ocean as part of the two-day event.

The Overseas Countries and Territories associated with the European Union are largely oceanic territories. Their existence and their survival are inseparably linked to Oceans for food, livelihoods, water, oxygen, climate, socio-economic growth, culture and tourism. The Turks and Caicos Islands depends very heavily on Oceans for similar reasons; sourcing food, jobs for locals and largely as an attraction to millions of visitors to the Islands per year. To ensure that TCI’s Oceans are protected, maintained and ensure the collection of data to assist with sustainability research and conservation efforts, the Declaration was signed.

The OCT Declaration on Ocean which aims to promote sustainable natural resources, conservation of biodiversity and management of oceans was developed with four (4) main objectives: -

1) To conserve and sustainably use the environmental value of Oceans

2) Foster the economic value of Oceans and support a sustainable Blue Economy

3) Stimulate the social value of Oceans

4) Develop regional, European, global and inter-OCTs collaboration, with the support of Member-States having a link with OCTs to:

a) take a harmonised regional and territorial approach to improve the maritime monitoring (illegal fishing, pollutants, etc) using common protocols and shared technology while recognising the differences between the OCT’s marine areas;

b) Cooperate between OCTs in marine research and innovation;

c) Promte human and institutional capacity to advance ocean governance and management by OCTs;

d) Capitalise effors by a coordinated involvement in international fora and act as embassador for Oceans;

e) Optimise the use of available EU funding, with a particular view on new opportunities that will be available in the EU programme post 2020 which are of interest of Oceans and OCTs;

f) Keep abreast with European policy developments when appropriate, with a view of getting involved in future initiatives for Oceans.

With growing human populations and activities, Oceans are suffering from pollution, overexploitation, coastal degradation and the effects of climate change. Warmer seas temperatues, increased intensity of storms, rising sea levels, loss of biodiversity, coral bleaching, ocean acidification and significant increased pollution by plastics are all major issues threathening the sustinability of our Oceans and can have an impact on human health.

The Turks and Caicos Islands increasingly moving toward a greener more environmentally conscious lifestyle, through its enacted Ban on single use plastics and the impending ban on the importation of polystyrenes along with noteworthy investment in research and data collection by TCIG to properly manage and govern the use of our marine environment and the protection of our coast lines has been a heavy focus for TCI Government.

The signing of this Declaration ensures that TCI remains compliant with international conservation standards and best pratices and that the country has access to the most recent data and technologies in the region that can inform and boost the sustainable use of our natural resources.

More than 15 OCTs signed the OCT Declaration on Ocean, the Turks and Caicos Islands included. The Overseas Countries and Territories Association (OCTA) with the support of the European Commission, organised the Conference on Oceans chaired by Prime Minister of Curaçao, M. Rhuggenaath. Panellists included four Members of the European Parliament, representatives of several Directorates General of the European Commission, representatives of the Member States to which OCTs are associated and political delegations from 21 OCTs.


Turks and Caicos Tourist Board Attends 26th Annual FCCA Cruise Conference & Trade Show

PROVIDENCIALES, Turks and Caicos Islands (October 30, 2019) – The 26th Annual FCCA Cruise Conference & Trade Show was held in San Juan, Puerto Rico from October 21 to 25, 2019. The FCCA Cruise Conference & Trade Show is the largest event of its kind in the region. The delegation from the Turks & Caicos Islands included Deputy Chairman Stefan Correy Forbes, Board Member John Hilton, Acting Director of Tourism Mary Lightbourne and Product Development Officer Candesha Mills.

The Turks and Caicos Islands is a member of the Florida Caribbean Cruise Association (FCCA), the trade association representing the mutual interests between the cruise industry, destinations and stakeholders in the Caribbean and Latin America. FCCA hosts the annual conference and trade show which the Turks & Caicos Islands has participated in for several years. The conference offered participants a series of meetings, workshops, networking opportunities with high-level executives from FCCA Member Lines, which operate about 200 vessels and 95 percent of the global ocean cruising capacity
.

Acting Director of Tourism Mary Lightbourne commented, “The cruise industry in the Turks and Caicos Islands continues to see impressive growth. It is important for the Tourist Board to attend cruise industry events such as FCCA. Cruise arrivals accounted for the majority of the visitor population in 2018, and showed an increase of 23% over the prior year which was the highest number of cruise passengers ever; with ships carrying an average capacity of 95%. In 2018 the Grand Turk Cruise Port welcomed 1,021,741 cruise passengers. One of the highlights of the conference was the workshop on Incident Response which covered best practices for responding to cruise related incidents and the importance of responding within the first twelve hours. Our Turks and Caicos team benefited from several sessions including one which focused on the rise in luxury cruising. Our team will now strategize on how the Turks and Caicos Islands can position the destination to capitalize on this growing market. We held a number of meetings with key stakeholders including the AQUILA Center for Cruise Excellence and we explored opportunities for customer service training for cruise industry frontline employees. Additionally we met with the Director of FCCA and explored options for greater collaboration through enhanced membership opportunities. We were also excited for the opportunity to showcase the destination at the Trade Show”.

This year’s conference was attended by over 1,500 delegates comprised of Prime Ministers and Ministers responsible for Tourism, Directors of Tourism, Destination Representatives, Tour Companies, Marketing and Promotional Companies and executives from various major cruise lines.


ROBBERY INVESTIGATION ON AIRPORT ROAD

Police Officers responded to the Airport Road, Providenciales following reports of a Robbery at a Gas Station on Tuesday, October 29th, 2019. According to reports, an armed man entered the establishment and took an undisclosed amount of cash. The incident took place shortly after 10:00 p.m. There were no injuries reported or shots fired in this incident.
