Dozzlie Delancy
Dozzlie Delancy was born in the Bight settlement in the island of Providenciales in the Turks and Caicos Islands where he grew up and spent most of his life. He is the proud husband of his adorable wife Beverley, the father of two daughters and a grandfather of a grandson and granddaughter.
His strict upbringing and humble beginnings have resulted in a strong, disciplined character and also made him a hardworking person with a determined entrepreneurial spirit and a patriotic love for his country that is second to none.
He spent his formative years in the Bight primary school under the tutelage of a strict disciplinarian who also helped to shape his character and made him into the responsible and caring husband and father that he is.
He attended high school in the nation’s capital of Grand Turk and in Providenciales and successfully graduated from Provo High in the Bight. He subsequently became a successful painting contractor and musician playing several instruments in various bands mainly in his island home of Providenciales but throughout the entire Turks and Caicos, the Bahamas.
During his early post high school years Mr. Delancy migrated to the Bahamas for a few years where he worked in insurance, in the construction industry and as a musician. Other life experiences include working with Club Med Resort in the Turks and Caicos and the Bahamas, playing music for churches free of charge in the USA, performing on cruise ships professionally, being a radio disc jockey and recording and producing music professionally. He once wrote, produced and recorded a song overnight for a Providenciales student who won the contest in the USA in which her school participated.
As an ambitious, hardworking, multitalented individual with an entrepreneurial spirit, Mr. Delancy has accomplished much during his youthful life including being a painting and general contractor, owning an import export business primarily dealing with Vehicles and musical equipment and owning a taxi and VIP transportation business.
For much of Mr. Delancy’s adult life he has been intimately involved in politics and even became chairman of the Providenciales Branch of the Peoples Democratic Movement (PDM) Because of his love for country, his passion for improving the lives of his people and his experience in the political arena, in 2015 he joined and became a candidate for the Progressive Democratic Alliance for the electoral district 06 the Bight Providenciales, where he was born and where he still resides and hopes to improve the lives of the people in his constituency and by extension, Providenciales.
Elections Department Distributes Candidate Nomination Packs
The Candidates Nomination Pack for Turks and Caicos Islands general election schedule for December 15, 2016 has been launched by the Supervisor of Elections Lister Dudley Lewis on Friday November 4, 2016.
The pack contains all the various items that every candidate or political party will need to complete to ensure that they are correctly nominated and that they have met all of the necessary legal requirements to allow them to stand for election.
It includes detailed guidance notes about these requirements and a helpful checklist so that candidates can ensure that their nomination paper has been properly completed, including all of the other required forms that must be submitted to either the Returning Officer or the Supervisor of Elections.
According to the election timetable, the Governor has issued the formal Writ for election on Monday 31st October, 2016 and the published notice for nomination day is November 18th 2016.
Candidates must submit their nominations at the venues specified in the notices between the hours of 10am and 1pm and then 2pm and 4pm on Nomination day. All nominations have to be made by that last time stipulated.
The list of Candidates for each electoral district and for the All Island district nominated will be published no later than November 19, 2016.
Mr. Lewis stated; “Although many people have come forward and said that it is their intention to stand for election, they cannot do so unless they have met all the requirements stated in the nomination pack and they submit the correctly completed application by the deadline and pay the required deposit of $500.00."
The nomination pack can be obtained from the elections office in Grand Turk or Providenciales.

Premier Attends Meetings in the UK with OT Counterparts
Premier of the TCI the Hon. Dr. Rufus Ewing is in the United Kingdom this week to address critical matters with the head of the OT.
During the press conference held on Sunday last, the Premier highlighted the points of interests.

The first meeting the Premier attended yesterday was with the UKOTA Group, where the OT leaders met to strategize as to the various angles they would take when the GMT bilateral meeting was held.
Today the Premier is in the joint ministerial meeting with the Minister for the Overseas Territories along with other OT leaders who will be presenting on a variety of portfolios. Our Premier by profession a doctor will be presenting on health.
The JMC is expected to continue on Wednesday with a reception scheduled for Thursday.

The Premier was asked if time would allow for him to meet with students residing in the UK, but the Premier added that the schedule of meeting was tight and as most of our students are in Manchester, it would be tedious to get there and back. He did add that some students in London have been invited to that reception where he hopes to engage with them on what's happening here at home. Dr. Ewing did add that he would stop by our UK office before returning to the country on Thursday.

New Election Date Set
Premier the Hon. Dr. Rufus Ewing kick started his rally in Providenciales on Saturday night. As the final speaker, the Premier announced a new date for the elections quite different from the one set in the House of Assembly. R.T.C.'s Chris Jarrett is in Provo and files this report.

Premier Hon. Dr. Rufus Ewing today announced December 5th 2016, as the date for the general elections in the Turks and Caicos Islands.
He made the announcement in the House of Assembly in Grand Turk.

EU OCTA Innovation Leader Visit to TCI
Brussels, October 25 - Milan Jezic von Gesseneck, Leader of EU OCTA-Innovation is visi tingTurks and Caicos Islands October 24th- October 28th to assist the government with the identification of opportunities and measures to be developed to propel innovation.
Innovation Manager of Turks and Caicos, Alexa Cooper-Grant and Deputy Permanent Secretary at the Ministry of Finance, Shonia Been are at the centre of innovation initiatives on the islands to bring about economic diversification and improve their regional and global competitiveness.
Mr. Jezic von Gesseneck is holding working sessions and technical meetings to exchange views with economic actors, government institutions and businesspeople. Tourism, agriculture, the environmental sectors – the green and blue economies, education and the creative industries – all have particular innovation potential.
Meetings have been scheduled for the visit of Mr. Jezic von Gesseneck with Premier Dr. Hon. Rufus Ewing, Minister of Finance Hon. C. Washington Missick, other members of government, Wilhemina Kissoonsingh, Director of Agriculture, Dr. John Claydon, Director of the Department of the Environment and Coastal Resources and Representatives of the Young Corporate Alliance (YCA). On North Caicos, Mr Jezic von Gesseneck will visit a government farm and local herbal tea manufacturer, the Caicos Tea Company.
Altogether, 20 OCTs benefit from OCTA-Innovation, the Brussels-based EU-funded proje ctthat is furthering innovation in the OCTs through innovation strategies, technical assistance, pilot projects and by signalling EU funding opportunities.
In a speech in summer 2016, Premier of Turks and Caicos Islands, Dr. Rufus Ewing called for OCTs to be more innovative; implementing new technologies and co-financing projects. He underlined the importance of cooperation and regular meetings between OCTs to encourage inter-dependencies such as in the area of food security and the environment.
Man arrested and charged for imitation firearm
On Tuesday 25th October 2016, a 27year old male of Five Cays Providenciales was charged for Carrying Imitation Firearm with intent to endanger life.
The arrest which occurred on Thursday 20th October 2016, stemmed from a report of a fight and gunshots being fired in a parking lot on South Side Plaza on Aviation Drive that was made around 2:55 AM on Friday 23rd September 2016. Upon arrival at the scene, four shots were heard, and a number of persons were seen running from the area. An unknown male wearing blue jeans and light blue shirt brandishing a silver handgun was seen, and as officers approached him, he ran into the nearby bushes and made good his escape. Police also responded to the Cheshire Hall Medical Centre where a 24-year- old man was seen with a gunshot wound to his leg. He informed officers that he received the wound while in the area of the shooting.
The man was treated and later discharged.
As a result of enquiries into the investigation, the accused was charged with Carrying Imitation Firearm with intent to endanger life and is expected in court #1 on Thursday 27th October 2016.
MINISTRY OF BORDER CONTROL AND EMPLOYMENT WELCOMES NEW STAFF IN THE EMPLOYMENT SERVICES DEPARTMENT
In keeping with it the Governments mandate to improve service delivery across TCIG, the Ministry of Border Control is pleased to announce the addition of seven staff members to the Employment Services Department whose skills and attributes is expected to contribute positively to the work of the Department.
Their roles vary from providing clerical, administrative, case-working, enforcement, research and planning support to the Labour Commissioner in the execution of her duties.
The Deputy Governor Hon. Anya Williams along with the Minister of Border Control and Employment Hon. Ricardo Don Hue Gardiner formally welcomed the new team members and conveyed high expectations for the new team members collectively.
Hon. Williams stated:
“I am pleased to both welcome and congratulate the new staff in the Employment Services Department on your various appointments. I encourage you to familiarize yourselves with the various ordinances and regulations that govern this unit and to see this as an opportunity to only help in reshaping this department and ministry, but also the wider service on a whole. The responsibility may often seem great, but I am fully confident in your abilities to carry out the tasks that are being required of you."
Hon. Gardiner conveyed to the group that;
“You were chosen to work in an area where there is a great demand for your very best efforts to improve the quality, efficiency and by extension productivity.”
He added that;
“No doubt your diverse experiences will complement the team that has been shouldering such an awesome responsibility for quite a while and it is hoped that your commitment will contribute significantly to the improvements that we hope to achieve."
Permanent Secretary for the Ministry, Mrs. Clara Gardiner endorsed the comments of the Minister and Deputy Governor and expressed that while the new staff members is only facet of our strategy to improve the work of this department, they represent an invaluable and much needed resource which, by extension, is critical to the implementation of key goals within our Ministry.
Mrs. Michelle Fulford-Gardiner, Labour Commissioner, stated;
“I am delighted to have the new persons hired, added to our team. We have a competent group of individuals which we can utilize to advance our mandate, whilst providing more efficient and effective customer service.”

CDB approves USD3.7 mn for Youth Empowerment Project in Saint Lucia
BRIDGETOWN, Barbados – October 27, 2016 – The Caribbean Development Bank (CDB) has approved funding of USD3.7 mn to support at-risk youth in Saint Lucia. The Youth Empowered for Life Project will expand access to existing social services, as well as develop new social programmes to target young people and their families in selected communities across Saint Lucia.
Saint Lucia is faced with an increasing crime rate, driven in part by inadequate social infrastructure and limited access to social services. Youth in Saint Lucia face disproportionately high levels of unemployment and underemployment, which can lead youth to turn to crime and gang violence. The Project will focus on mitigating risk factors that can lead to criminal behavior, enhance employability, and support community safety and security.
'Through this Project, we hope to divert young people away from crime and violence, and enable them to make positive contributions to their households, communities and wider society. The Project was designed to meet the needs of different age groups and genders, and we are optimistic about the outcomes it will achieve,” said Deidre Clarendon, Division Chief, Social Sector Division, CDB.
The project includes the expansion of existing Youth Court Diversion Programmes, which target youth who have committed minor crimes, in an effort to prevent reoffending. Community-based programmes will also be implemented, including after-school and summer programmes, workshops which focus on skills such as leadership development and training, and the inclusion of sports and expressive arts in communities. The Project will also look at options for redevelopment of the George V Park in Castries, which will provide a safe public space for children, young people and families.
In collaboration with the government of Saint Lucia, CDB will also host a regional symposium on community-based policing. This will allow regional stakeholders to share experiences and discuss challenges, lessons learned, and opportunities for addressing crime and insecurity in the Region.
The Project meets CDB’s strategic objective of supporting inclusive and sustainable growth and development, and integrates gender equality, a cross-cutting theme in its Strategic Plan (2015-2019).
MEMBERS OF RTCIPF AND DEPARTMENT OF MENTAL HEALTH ATTEND CRISIS INTERVENTION TRAINING
During the 17th to the 21st October 2016 representatives of the Royal Turks and Caicos Islands Police Force (RTCIPF) and Department of Mental Health and Substance Dependence attended a certified 40- hour Crisis Intervention Training (CIT) course in Orlando Florida. Constable Nichola Kennedy, Constable Georgio Chambers and Clinical Psychologist Dr. Anya Malcolm were among 35 participants represented at the training.
CIT is an effective law enforcement response program designed for police and first responders who handle crisis calls involving people with mental illness including those with co-occurring substance use disorders. CIT also emphasizes a partnership between law enforcement, the mental health and substance abuse treatment system and consumers of mental health services and their families.
As part of the training various topics were discussed by the presenter including: Overview of Mental Illness, Psychotropic medication Made Simple, Developmental Disabilities, Autism and Law Enforcement, Assessment of Behavioural Disorders with Dementia and many more.
“The primary goal behind this training is to have the attendees train other officers and first responders in order to provide them with an enhanced understanding of mental disorders and their symptoms and to help to improve basic crisis communication skills in a way that will make officers confident when intervening with persons with mental disorders. A special thank you goes out to the Deputy Governor’s office for sponsoring this training”
