POORLY ORGANIZED FRANKLIN APPROACHES HISPANIOLA...

At 500 PM EDT, the center of Tropical Storm Franklin was located near latitude 15.8 North, longitude 71.4 West, or about 390 miles south of Cockburn Town, Grand Turk, Turks and Caicos Islands.

Tropical Storm Franklin is moving toward the northwest near 7 mph. On the forecast track, the center of Franklin is expected to approach the southern coast of Hispaniola tonight, cross the island on Wednesday, and then and then pass east of the Turks and Caicos Islands late Wednesday into Thursday.

Maximum sustained winds are near 40 miles-per-hour with higher gusts. Some strengthening is forecast before Franklin reaches Hispaniola. Little change in strength is forecast during the next couple of days while Franklin moves near and across Hispaniola.

Franklin is a poorly organized system and there is uncertainty in Franklin’s path as it comes off Hispaniola, therefore a Tropical Storm Watch remains in effect for the Turks and Caicos Islands.

Residents in the Turks and Caicos Islands should closely monitor Alerts issued by the Turks and Caicos Islands National Weather Service and Department of Disaster Management & Emergencies and begin to make preparation for the possibility of tropical storm conditions beginning late Wednesday night.

WIND: Tropical storm conditions are possible in the Turks and Caicos Islands beginning on Wednesday night.

RAINFALL: Franklin is expected to produce rainfall amounts of 1 to 2 inches across the Turks and Caicos Islands, with isolated higher amounts up to 4 inches in the islands of South Caicos, Grand Turk and Salt Cay on Wednesday. Heavy rains can produce localized flooding of roads, properties, and communities.

SWELLS: Swells generated by Franklin can produce wave heights of 8 to 12 feet beginning Wednesday night. These swells will continue to spread westward across the area into Thursday. These conditions could cause life-threatening surf and rip current conditions.

At 11 am EDT, the center of Tropical Storm Franklin was located near latitude 15.5 degrees north and longitude 71.1 degrees west, or 430 miles south of Cockburn Town, Grand Turk, Turks and Caicos Islands. 

Tropical Storm Franklin is drifting toward the northwest near 7 miles per hour.  The system should turn towards the north later today, and a northeast motion is expected on Thursday.  On the forecast track, the center of Franklin is forecast to reach the southern coast of Hispaniola on today, cross the island on Wednesday and emerge over the southwestern Atlantic waters late Wednesday. 

Maximum sustained winds are near 50 miles per hour with higher gusts.  Little change in strength is forecast before Franklin reaches Hispaniola. Some weakening is likely while the storm moves across Hispaniola.

Tropical Storm force winds extend outward up to 70 miles from the center. 

Residents in the Turks and Caicos Islands should begin to make preparation for the possibility of Tropical Storm conditions beginning late Wednesday night.

At 5 pm EDT, the center of Tropical Storm Franklin was located near latitude 14.3 degrees north and longitude 70.1 degrees west, or about 290 miles south of Santo Domingo, Dominican Republic, 500 miles south-southeast of Cockburn Town, Grand Turk, Turks and Caicos Islands, 515 miles south-southeast of Matthew Town, Inagua and 870 miles Southeast of New Providence.

Tropical Storm Franklin is moving slowly toward the west near 5 miles per hour, and a slow westward motion is expected through this evening. A sharp turn to the north is expected on Tuesday with a general motion continuing into Wednesday. On the forecast track, the center of Franklin is forecast to reach the southern coast of Hispaniola by early Wednesday. Due to the slowing down of Franklin today, the center is now forecast to pass to the east of the Turks and Caicos Islands late Wednesday night and early Thursday morning.

At 8 am EDT, the center of Tropical Storm Franklin was located near latitude 15.1 degrees north and longitude 69.6 degrees west, or about 460 miles South-southeast of the Turks and Caicos Islands, 465 miles Southeast of Matthew Town, Inagua, and 835 miles Southeast of New Providence.

Tropical Storm Franklin is moving toward the west near 12 miles per hour. A westward to west-northwestward track is expected to continue today. A sharp turn to the north is expected tonight or early Tuesday, and a generally northward motion is expected on Tuesday. On the forecast track, the center of Franklin will reach the southern coast of Hispaniola late Tuesday or Tuesday night, and pass east of the Turks and Caicos Islands on Wednesday.

JOINT STATEMENT FROM HER EXCELLENCY THE GOVENOR AND THE HONOURABLE PREMIER ON OPERATIONAL RESPONSE MEASURES

Since our joint statement released on 2 August following a fatal shooting incident in Providenciales, there have been two further non-fatal shooting incidents in Blue Hills and Five Cays. The Royal Turks and Caicos Islands Police Force (RTCIPF) are actively investigating all three incidents.

We undertook to keep you informed on the steps we are taking to support the operational policing response, to ensure the threats to our safety are gripped and effectively tackled, in both the immediate and longer term.

The Royal Turks and Caicos Islands Police Force Tactical Unit remain in active deployment in addition to strengthened patrols by our Community Policing Units. You will see more operational police officers across Providenciales as the RTCIPF continue their investigative and enforcement operations.

In support of these operations, the following capability has been put in place to date:
- The Royal Cayman Islands Police Service (RCIPS) has deployed of one of its H145 helicopters. The helicopter and crew arrived on Sunday. Since their arrival, the crew have been working with RTCIPF on planned operations to provide critical aerial support as part of our operational response measures. The UK Foreign, Commonwealth and Development Office (FCDO) is funding this deployment.
- In tackling our shared threats, the HMBS Bahamas, the flagship of the Royal Bahamas Defence Force, is currently in our jurisdiction, working in collaboration with our maritime partners to patrol our territorial waters against any illegal activities occurring at sea. Members of the RTCIPF and TCI Regiment are on board the HMBS Bahamas as part of this joint operation.
- The Turks and Caicos Islands continues to work in partnership with our colleagues from US Homeland Security Customs and Border Protection (CBP). CBP assets are supporting the surveillance of our waters and those further afield, enabling early warning of suspicious vessels and acting as a deterrent to those who want to reach our islands undetected.
- To ensure the ongoing investigative capacity of the RTCIPF, the FCDO has allocated additional funding to extend the timeline of the serious crime team deployment.

This immediate package of measures seeks to provide substantial capability to our operational response, co-ordinating efforts on both land and sea. It will allow us to continue to investigate vigorously and bring to justice those who are causing harm and threatening our peace and security. We are particularly grateful to the Governments of the Bahamas and the Cayman Islands for their steadfast support at this critical time.

JOINT STATEMENT FROM HER EXCELLENCY THE GOVENOR AND THE HONOURABLE PREMIER ON TODAY’S FATAL INCIDENT

This afternoon, 2 August, a shooting incident took place in the Grace Bay area resulting in the death of one male. Our sympathies are with the family and friends of the deceased.

Non-fatal shooting incidents were also reported this afternoon in the Dockyard area. The Royal Turks and Caicos Islands Police Force (RTCIPF) Tactical Unit are in deployment and the incidents are under active investigation.

At this time of heightened concern for our safety, we want to assure you of the police and wider national security response. Increased police patrols are in effect. The RTCIPF believe the incidents were targeted and are focusing their full operational and investigative efforts to ensure the safety and security of our communities.

We remain determined in our efforts to stem these senseless acts of violence. The National Security Council is actively considering support for the police response to ensure the threats to our safety are gripped and effectively tackled in both the immediate and longer term. We will continue to inform you of our operational response measures.
