Musk proposes to continue with Twitter purchase
Trading in shares of Twitter were halted after the stock spiked on reports that Elon Musk would proceed with his $44 billion deal to buy the company after months of legal battles.
The news, based on anonymous sources, was first reported by Bloomberg News.
Musk offered to buy the San Francisco company at $54.20. Shares jumped nearly 13 per cent to $47.95 before trading stopped.
According to the report Tuesday, Musk sent a letter to Twitter offering to complete the deal, which already has shareholder approval, at the original price.
Twitter did not immediately respond to messages for comment on Tuesday.
The trial seeking to compel Musk to buy Twitter is set to start in Delaware Chancery Court on October 17.
Musk's argument for winning the case — and thus walking away from the deal — has largely rested on his allegation that Twitter misrepresented how it measures the magnitude of "spam bot" accounts that are useless to advertisers. But most legal experts believed he faced an uphill battle in convincing Chancellor Kathaleen St Jude McCormick, the court's head judge, that something changed since the April merger agreement that justifies terminating the deal.

Leader of the Opposition responds to 2022 Throne Speech
Leader of the Opposition, the Hon. Edwin A. Astwood in response to the Premier’s Throne Speech expressed that on behalf of Grand Turk South & Salt Cay, and the whole family of the Turks & Caicos Islands, let me thank you for the great privilege of being able to address this honorable house and the people of our nation.
Mr. Speaker, Please allow me to skip the verses, the quotes, and the temptation to deal in nice but vague rhetoric. Let me instead use this valuable opportunity to deal immediately with the concerns of the people in our country.
September will go down as the bloodiest month in the history of the Turks and Caicos Islands, to date.
Consequently, Mr. Speaker, we are at the 3rd day of October, and there are already, unconfirmed five shootings, with 3 being fatal.
I offer my most sincere condolences to the bereaved families at this time.
Two house meetings ago the Premiere and Deputy Premiere stated that the TCI is doing the best it ever had.
And contrary to this, I offered a different perspective- One where the country is doing good for a select few and leaving the majority of our people behind.
Leaving them behind to be buried in the high cost of living facing our country.
Leaving them behind to be drowned in inflation.
Leaving them behind to fan for themselves against a dangerous enemy, pick them off one by one.
Mr. Speaker, a PDM government, under my leadership, believes that we can get the entire family and all our people to the promised land intact, leaving no one behind.
Mr. Speaker, our people’s well-being is now under the greatest threat it has ever seen.
The safety of our citizens requires urgent attention. It requires urgent actions and transformative solutions to our security challenges.
The window of opportunity is almost close, which signals that we have to escalate our engagement, from firm consensus to decisive action.
Mr. Speaker, In many respects, this rise in crime stripped our people of many illusions ….and exposed many shortcomings, inabilities, and leadership deficiencies of this current PNP government, in the face of existential crises.
It brought into sharp focus, for all to see, including former leaders of the country, showing the Leadership of the current PNP government’s inability to perform the work that they constantly said that they came for.
Mr. Speaker, absent leadership in the fight against crime undermines prospects of collective action… and significantly impairs the resolve of the country… to guarantee the safety of all our residents.
Mr. Speaker, the latest shootings and loss of lives remind us that we cannot afford to waste another moment debating the merits of doing something vis-a-vis doing nothing.
Mr. Speaker, If we don’t act decisively now, It will soon be too late to reverse the course of events, and then even the best possible interventions will not survive, and our country would generate into a dystopic society.
Mr. Speaker, A dystopia is an imagined community or society that is dehumanizing and frightening, with failed political and social structures, with a youth subculture of extreme violence.
A dystopia is an antonym of a utopia, which is a perfect society.
Mr. Speaker, picture in your mind's eye a world where the police cannot protect you, and at the same time, you are not allowed to protect yourself. And the Leaders of society are far isolated from the people.
So, who does that leave in charge, Mr. Speaker? Who runs a country like that? Well, young men with guns. The local and international gangs.
They're in charge— the cruelest and most violent element of any society,
the people with the least to lose,
the people with the shortest time horizons,
and the people with shallow reservoirs of impulse control.
People like that now have all the power. And we have to take that power back.
If the people have no power- that means that everything the people have belongs to the criminals, who can take it at will.
That's the end of society as we know it. It exists in pockets around the world, including Mogadishu, in Somalia, famously, but if you think it's confined to Mogadishu, think again.
It is now believed at least three organized armed gangs are operating with impunity around Providenciales, which means the bad guys are in charge now.
That's what the collapse of society looks like. But it's now normal in certain communities.
We have to stop this by any means necessary.
How many arrests of reported crimes were made, and how many went to jail? Too many factors are restricting our police officers and our criminal justice system from performing their duties to the best of their abilities.
That is what happens when our leaders and our elected government hand control of a community to criminals. "Here. you run it."
In certain communities in Providenciales right now, our people are more likely to be the victims of crime ….than criminals are to be punished for it.
So, the question is, why did the people elect this government to power with a 14-to-1 mandate?
They expected them to lead and have control.
“Whom much is given, much is expected” – Mr. Speaker
So why is this continuing, Mr. Speaker? It's been going on for more than a year since the increase in violent crimes in 2021.
Why has no one in Elected Leadership given the desired action to stop the escalation of crime?
Mr. Speaker, why did it take the Governor to come here today, to provide a proper update on the crime that is taking place?
Mr. Speaker, why wasn’t that information included in the Premier’s throne speech?
Mr. Speaker, why is it that none of our government Ministers is presenting this information?
Who is Leading our country?
Whom did the people elect 14-1, Mr. Speaker?
Who will step up and lead the elected Government on crime?
Mr. Speaker is there no government member stepping up to lead the charge?
Who amongst you will take the lead on this crime situation?
Mr. Speaker is there anyone in charge with a normal testosterone level who's willing to step up and just say No?
"No, you're not allowed to do this. You just can't do that.
That's against the law of the Turks & Caicos. This is a country of laws.
Nothing personal, we don't care who you are, or where you are from.
That's not allowed in our country, and if you are committing crimes, we're going to punish you very hard - so you don't, or can’t, do it again."
In other words, Mr. Speaker, if this government has shown up with clear and reasonable policies and plans, and enforced them consistently, and if they had taken the PDM’s earlier advice- the situation most likely would not have gotten this bad.
We are now at a place where the elected government is handing control of crime fighting to outsiders- whose help we now have to welcome, and we thank those who are coming.
However, Mr. Speaker, those coming do not answer to anyone in this country. What control does our elected government have in this?
Mr. Speaker, we must understand that when there is an action of immediate force and immediate interventions, everybody calms down.
That's true in the family, and it's true in the nation. And if you don't have that immediate action, you have chaos.
As leaders of the country, every day is an opportunity to expedite our efforts to confront this crime crisis. We are losing time Mr. Speaker.
We needed these actions outlined Yesterday.
It will be recalled, Mr. Speaker, that in my speech, during my response to the budget address-I cautioned about the impending crime wave -while outlining that our people were not living their best lives.
I also placed subsequent articles in the news about crime and the need to urgently address it.
My PDM party, our deputy Leader, Appointed Member, and National Chairman, along with myself, also did a press conference specifically to raise the alarm on violent crime and offered real immediate interventions, and real solutions that will assist.
However, Mr. Speaker, it is deeply concerning that little progress had been in respect to the needful actions, and the recommendations fell on the death ears of the elected government.
And now Mr. Speaker, we reach here today being reactive rather proactive.
Hence, Mr. Speaker, It is past time to collectively contemplate urgent matters …and to implement the immediate actions needed to contain the ongoing occurrences of crime, while we deliberate on long-term implementation approaches to be undertaken.
We need to mobilize with tremendous urgency, unity, and strength, and take action at once.
Mr. Speaker, we believe, as the PDM, that a society as blessed as ours, and a country that is doing well-
Ought to be able to help our vulnerable people in their struggles,
Ought to be able to find work for all who can do it,
Ought to provide shelter for the homeless, care for the elderly, and hope for the destitute.
And we proclaim as loudly as we can the urgent need to serve and protect all our citizens.
Mr. Speaker, we in the PDM believe in the firm, but fair law and order.
And we believe that at this critical moment in our country’s history, we must not only choose, but decisively act to protect All our people, our country, our visitors, and our livelihoods.
Let us do it- together, inclusively, proactively, and immediately.
I thank you.
That was the message delivered by the Leader of the Opposition, the Hon. Edwin Astwood on the Throne Speech presented on Monday October 3rd,2022.
Commissioner Botting speaking yesterday on recent death in Providenciales.
Good afternoon Turks and Caicos, it's Monday 3rd October 2022, and I am here to update you on the incidents of the last 24 hours which resulted in the deaths of three individuals with five others injured.
The timeline of events is as follows:
The first targeted attack occurred on a vehicle containing staff from a local business and two tourists who were being transported back to their accommodation after an excursion.
This happened around 6 pm yesterday in Long Bay Road by armed criminals in a vehicle. These criminals proceeded to indiscriminately shoot into the vehicle transporting the employees and tourists.
As a result of this attack, two persons were murdered, one from a local business and the other being a tourist from the United States.
Our deepest condolences go out to the families of those murdered.
Three other persons were injured, including the other visitor to the TCI.
The next incident involved a Police Patrol Car of the Tactical Unit which intercepted the vehicle used by the criminals in the first attack.
Based on information received from the Command Center, the suspected vehicle was followed and tried to evade the RTCIPF officers. The criminals started shooting in the direction of the RTCIPF offices with automatic weapons.
Their bullets repeatedly struck the police vehicle’s windscreen and bonnet area multiple times. Bullets also deflated two tires of the vehicle driven by the officers.
Despite being under fire from automatic weapons, two of my officers, returned fire to protect themselves and of their colleagues. One officer received a serious injury from a gunshot wound.
I cannot speak highly enough of the Officers who came under attack and who, when they could have retreated or taken cover, stood their ground and returned fire.
Frankly, an astonishing display of courage under fire from high-powered weapons.
Based on the injuries sustained throughout the shooting and the condition of the police vehicle, the vehicle containing the criminals escaped and the officers immediately sought medical help for their seriously injured colleague.
The third incident saw a man presenting himself at the hospital with a head injury. Whilst he was found at Smart Supermarket, it is believed at this stage that he was struck by shots discharged by the criminals in their confrontation with Police officers.
The fourth incident we are actively investigating is a report of an unidentified male body in Dock Yard.
Whilst subject to confirmation, we believe this to be one of the armed attackers who was shot by Police Officers during the attack on the Police Vehicle.
In summary, the explosion of violence last evening, perpetrated by these reckless and dangerous armed criminals resulted in the death of three people, including the man believed to have been shot by the Police with five more people injured.
I believe the original attack was targeted and carried out by armed gang members who act without conscience, who have no regard for life, and who are hell-bent on causing indiscriminate harm and misery across the TCI. This violence is linked to drug supply and is fueled by revenge, turf wars, and retribution.
As Commissioner of Police, I am vowing that the RTCIPF will fight, any threat by criminals to attack law enforcement officers and the law-abiding citizens of the TCI.
The RTCIPF is not going to break any laws. We will act within the confines of the law when dealing with gangs threatening to destabilize the beautiful by nature-TCI with their nefarious, illegal violence. It will not be allowed to continue. The RTCIPF assures law-abiding citizens that law enforcement officers would defend themselves and the country to the fullest.
We know our communities are shocked and frightened by the levels of violence on the TCI in the last few months. The levels of violence would challenge a Police Force many times the size of the Royal Turks and Caicos Islands Police Force. However, the police officers that serve you in the Turks and Caicos Islands are not cowed by this violence or the violent criminals and we remain strong and determined to do all they can to take the fight against violent criminals and protect our communities.
I salute the courage shown last night by my officers, in the face of the highest threat. The officers deserve the prayers and support of all communities for what they are doing to protect the Turks and Caicos Islands.
That said, we need support and I expect to see very substantial support arriving on the TCI shortly from across the region and the UK.
This support will be in the shape of armed officers and investigators to assist the RTCIPF deal with the current threats. I am grateful to the TCI and UK Governments for their support and also to the Government and Commissioner of Police from the Royal Bahamas Police Force for their solidarity and support.
In closing I also want to thank those who are assisting the Force with information and support to the hard-working men and women of the Force, this is really appreciated
I want to tell the public that as an organization, the police force feels the full weight of its responsibility in protecting the country and we are doing everything possible to ensure that the TCI can be returned to that safe and secure place.
Country music icon Loretta Lynn has died at age 90
Loretta Lynn, who overcame meager beginnings to transform her country career into international fame and fortune, passed away peacefully in her sleep Tuesday at her ranch in Hurricane Mills, Tennessee, according to her publicist. She was 90.
By the time Coal Miner's Daughter hit the big screen in 1980, based on her signature song of the same name, even the most casual country music fan would've been intimately familiar with Lynn's life story, thanks to the 1970 #1 that paid tribute to her beginnings in rural poverty in Butcher Holler, Kentucky.
The love of Loretta's life, Doolittle "Doo" Lynn, married 13-year-old Loretta Webb in 1948. By the time Loretta was twenty, she had four children, and her singing around the house made her husband believe she could be a star. Doo bought Loretta a guitar, she taught herself to play. Lynn and her ambitious husband embarked on a grassroots promotional campaign, visiting radio disc jockeys all across the country. By 1960, her debut single, "I'm a Honky Tonk Girl," reached #14, and she made her Grand Ole Opry debut.
The legendary Patsy Cline took Loretta under her wing, and her protégée was hard-hit by her sudden death in a plane crash in 1963. Patsy left such an impression on Loretta, she named one of her twins after her when they were born in 1964.
As a vocalist, Loretta may have carried on the stylings of her idol Kitty Wells, but when it came to songwriting, the untrained musician struck out on a path all her own. Doo's wandering eye gave life to classics like "You Ain't Woman Enough," "Fist City," and "Don't Come Home a' Drinkin' (With Lovin' on Your Mind)," the latter of which would become her first #1 in 1966.
Loretta never shied away from taboo topics, particularly ones that affected women. She tackled then-controversial issues like divorce and birth control in "Rated X" and "The Pill," and remained unscathed when they were banned by some radio stations.
Appropriately, the self-styled pioneer was the Country Music Association's first Female Vocalist of the Year in 1967, an award she'd win again in both 1972 and 1973. The early seventies were an epic time for Loretta as she accomplished a task that's still difficult today: in 1972, she became the first woman ever to be voted CMA Entertainer of the Year.
From there, her horizons only expanded. She teamed with Conway Twitty to redefine the country duet with pairings like "After the Fire Is Gone," "Lead Me On," and "Louisiana Woman, Mississippi Man." The two would be named CMA Vocal Duo every year from 1972 until 1975.
In 1976, Loretta found time to write her autobiography, Coal Miner's Daughter. The accompanying 1980 movie of the same name -- starring Sissy Spacek as Loretta and Tommy Lee Jones as Doo -- became one of the year's top-ten highest-grossing films. The film's success earned Spacek the Academy Award for Best Actress, and catapulted Loretta to the status of American music icon.
By the end of the seventies, Loretta was such a widely marketable commodity, Procter & Gamble chose her to be the spokesperson for its line of oil and shortening. "Criso'll do you proud every time!" was Loretta's tagline in a series of memorable TV spots.
Throughout her life, Loretta remained fiercely devoted to her family, doing her best to help both her siblings and her children launch their own country careers. Her youngest sister, Brenda Gail Webb, was reborn Crystal Gayle after Loretta re-fashioned her name, taking inspiration from a Krystal fast-food sign.
Loretta also set about writing her sister's first hit, "I've Cried (The Blue Right Out of My Eyes)." Crystal would succeed her sister in taking home the CMA Female Vocalist trophy twice, in 1977 and 1978. Loretta's twin daughters, Patsy and Peggy, also achieved some success in the nineties, signing a contract with Warner Brothers as The Lynns.
Loretta's love for her family also brought her heartbreak. In 1984, life dealt her a difficult blow when her oldest son, 34-year-old Jack Benny Lynn, drowned on her ranch in Hurricane Mills, Tennessee.
Just four years later, Loretta achieved the highest honor in her field: induction into the Country Music Hall of Fame.
In the nineties, as her husband's health began to fail, Loretta focused on taking care of the man she'd fallen in love with as a teenager. She managed to finish the memorable Honky Tonk Angels album with Dolly Parton and Tammy Wynette in 1994, but suffered a serious heartbreak when Doo passed away in 1996.
Though already a country legend, Loretta's career highlights were still far from over. 2002 brought a second volume of her autobiography, this time titled Still Woman Enough. In 2003, she received the Kennedy Center Honor, ahead of her 2004 Grammy-winning collaboration with rocker Jack White, Van Lear Rose.
The woman who'd started her music career with only her wit, hard work, and one-of-a-kind sense of humor was never one to give up, even in her 80s. She joked she'd taken care of John Carter Cash backstage at the Opry so his parents, June Carter and Johnny Cash, could perform. In her later years, she headed to Cash Cabin with John Carter Cash as producer, recording in the same space where the Man in Black recorded his final songs.
2016's Full Circle was nominated for a Grammy, ahead of a holiday volume, White Christmas Blue, that followed the same year. The 2017 release of Loretta's third album with John Carter, titled Wouldn't It Be Great, was delayed when she suffered a stroke.
An announcement about Loretta's memorial is expected in the coming days.

Tropical Storm Ian costs Jamaica $360 million
It is costing an estimated $360 million in Jamaica to clear roads that were flooded and blocked by trees and other debris as a result of rains associated with Tropical Storm Ian, which pelted the island between Saturday and Monday.
Prime Minister Andrew Holness, who made the disclosure in a statement to Parliament on Wednesday, said this figure represents very preliminary estimates to "reopen roads and make surfaces driveable".
"It might increase a little bit more, but thankfully it is not in the billions; the cost of permanent repairs are being assessed and over the next two weeks I will update Parliament as to what those will be," he said.
"Certainly, for the repair of retaining walls that have been destroyed those costs might be a little bit more, but, again, we are not expecting to see a billion-dollar bill for repairs," he said in reference to the usually high figure to repair damage resulting from extreme weather conditions in Jamaica.
According to the prime minister, based on the cost outlined, it is not expected that there will be any significant new budget allocations for the repairs. "So the National Works Agency [NWA] would have to look in its budget to see how these repairs can be addressed," he said.
In the meantime, Holness said the NWA has reported that parishes hardest hit were St Catherine and Clarendon, however, Kingston and St Andrew, St Elizabeth, Westmoreland, Trelawny, and Portland were also significantly impacted by the system.
Many areas were flooded while others experienced landslides, fallen trees, and scoured road surfaces, while the rains left some communities marooned, especially those in low-lying and flood-prone areas along the southern coast.
Holness said that in the aftermath of the flooding rain, the NWA mobilized equipment and personnel to clear blocked roads and restore access to communities. He said the agency is now undertaking a rapid assessment to determine the full extent of the impact of the rains as well as to enable the determination of additional remedial measures.
"Primary consideration has been given to those corridors along which first responders, such as the Jamaica Public Service, National Water Commission [NWC], and Office of Disaster Preparedness and Emergency Management [ODPEM], would be required to use. So those areas have been cleared, and in clearing these areas, this would include the clearing of debris and other materials that would've washed on the roads and any landslides," the prime minister said.
