Sparks fly in second Republican 2016 debate
A debate between the top Republican candidates in the 2016 presidential election has begun with a fiery exchange of verbal punches.
Frontrunner Donald Trump has come under fierce attack at the Ronald Reagan Presidential Library in California.
Rand Paul, a Kentucky senator, said Mr Trump's "playground" insults made him unsuitable to be a president involved in international negotiations.
There are 15 Republicans hoping to be the party's White House nominee.
Other early highlights in the debate:
- the candidates were united in their opposition to the nuclear deal with Iran
- Scott Walker said Mr Trump, a hotel tycoon, cannot bankrupt the country like he did to certain businesses - strongly denied by Mr Trump
- Mike Huckabee repeated his defence of Kim Davis, the Kentucky clerk jailed for refusing to issue marriage licences due to her faith
- Mr Paul said he is worried about having Mr Trump in control of the US nuclear codes, because of his "careless language" and personal insults of rivals
- Carly Fiorina said it was up to voters to decide whether Mr Trump could be trusted with the codes
As the main debate began, all eyes were on Mr Trump, who is being pursued by neurosurgeon Ben Carson and, further behind, former Florida Governor Jeb Bush in recent polls.
In his introduction, Mr Trump promised to "make America great again", while Jeb Bush said he would "fix a broken Washington" and enable people to "rise up".
An undercard debate for the four other Republican candidates happened on the same stage earlier.
In a combative atmosphere, the four were split over the case of Ms Davis, who defied a Supreme Court ruling and refused to issue marriage licences to gay couples.
Ms Fiorina was not among the four. The former tech executive and the only woman in the field was promoted to the main debate after CNN amended the rules to reflect more recent polling.
The Democratic Party will hold its first debate in Nevada in October, also hosted by CNN.

Police Look for Suspects Involved in Violent Brawl Outside NFL Game
Police are searching for the men seen in a video pummeling a rival fan following Monday’s San Francisco 49ers game against the Minnesota Vikings.
The video shows a swarm of fans in 49ers jerseys punching and kicking a Vikings fan following the 49ers’ 20-3 win. The Vikings fan can be seen on his hands and knees, trying to break free. At one point, a security official tried to intervene, but fists continued to fly.
The person who posted the video claimed that the Vikings fan instigated the attack. The victim is reportedly recovering from his injuries.
Santa Clara Police were dispatched to the scene, but the assailants fled before the officers arrived, police said.
“It’s disturbing, it’s shocking, and we’ve put investigators on it to fast-track this case and identify these folks, and bring them to justice,” Santa Clara Police Lt. Kurt Clarke said.
The 49ers said in a statement that they’re working with police to find those responsible. “Unacceptable behavior such as this will not be tolerated,” the team said.
The situation follows other high-profile brawls involving fans. Last year, an assault in a bathroom at the 49ers’ home field, Levi’s Stadium, left a victim partially paralyzed. Additionally, Bryan Stow was in a coma for nine months after being attacked by two men on baseball’s opening day at Dodger Stadium in 2011.
The NFL has condemned fan violence, with its code of conduct prohibiting physical harassment of opposing teams’ fans. The league has also encouraged teams to put ejected fans through a four-hour online fan code of conduct class.

Rick Ross Suffers Defeat in Lawsuit over LMFAO “Shufflin'” Lyric
Last year, Rick Ross filed a lawsuit against LMFAO for copyright infringement over a line in the duo's 2010 smash "Party Rock Anthem," and its use on a T-shirt. Now, the rapper has lost at least part of the suit, according to The Hollywood Reporter.
In January 2014, Ross filed the suit seeking an injunction and damages, alleging that LMFAO's use of the phrase "every day I'm shufflin'" in the chorus of "Party Rock Anthem," is an appropriation of the phrase "every day I'm hustlin'" from his 2006 hit "Hustlin'." He also objected to LMFAO's use of "every day I'm shufflin'" on T-shirts
But on Tuesday federal judge in Florida threw out the T-shirt portion of the suit.
"The question is whether the use of a three word phrase appearing in the musical composition, divorced from the accompanying music, modified, and subsequently printed on merchandise, constitutes an infringement of the musical composition 'Hustlin'.' The answer, quite simply, is that it does not," ruled U.S. District Judge Kathleen Williams.
"The average lay observer would not confuse t-shirts bearing the phrase 'everyday I'm shufflin'' with the musical composition 'Hustlin',' nor without reference to 'Party Rock Anthem' and 'Hustlin',' would an average lay observer recognize the merchandise as having been appropriated from 'Hustlin,''" Williams wrote.
The broader infringement suit over the two songs as a whole will go forward.
Cubans permitted to apply for multiple entry visas to Panama
Panama has implemented a new visa granting method for Cubans that will enable them to apply for multiple entry visas to central American nations.
The new method establishes the granting of three-year entry and exit visas at the decision of the Panamanian consul here.
This follows the signing of an executive decree by President Juan Carlos Varela.
Two officials accredited at the Panamanian embassy in Havana will represent the National Security Council and the National Emigration Service as they will be in charge of analyzing records and applications.
The presidential decision puts down a previous proceeding that established the consideration by the National Security Council of Panama of each Cuban citizen wishing to enter Panama in order to grant a single entry permit in a process that would take several months.
According to Varela, the new method will be applied to nationals from the Dominican Republic and will facilitate trips to tourists and passengers coming from the two nations.
Strong quake strikes Chile, tsunami alert issued
A strong 7.2-magnitude earthquake struck the center of Chile on Wednesday, local seismologists said, triggering a tsunami alert, sparking panic and shaking buildings.
The quake had a shallow depth of 11 kilometers (six miles) and hit at 7:54 pm (2254 GMT), with the epicenter located about 500 kilometres north of the capital Santiago, seismologists at the University of Chile said.

TRINIDAD & TOBAGO LAUNCHES ECO-TRAILS INITIATIVE
The dual-island nation of Trinidad & Tobago continues to blaze a pioneering trail of eco-tourism with the development and recent unveiling of the Eco-Adventure Trails Project. Officially launched on Saturday, August 22 by Trinidad & Tobago’s Ministry of Tourism, Phase 1 of the project encompasses over five and a half miles of scenic trails stretching from Grande Rivière to Sans Souci on the Northeast coast of Trinidad.
Shaded by the forest canopy and bordered by lush foliage, cool springs, and spectacular views of the Atlantic Ocean, the Grande Rivière to Sans Souci trail is part of a wider project to rehabilitate over 600 miles of existing trails throughout the destination over a five-year period. These rehabilitated trails follow ancient pathways that were once traversed by Trinidad & Tobago’s First Peoples, the indigenous Amerindians of the islands.
In addition to a walk through the island’s history, the trails project will also offer locals and visitors an extensive range of eco-adventure and leisure experiences including: zip lining; biking; bird watching; sea bathing and nature photography.
Managed by Trinidad & Tobago Tourism Development Company Limited (TDC), the project is being implemented by the Trinidad & Tobago In-Coming Tour Operators’ Association. The nature trails project is just one of several initiatives being undertaken to improve the quality of Trinidad & Tobago’s tourism product and attract international visitors who appreciate authentic eco-experiences.
LIAT returns to Dominica
LIAT, The Caribbean Airline, announces the resumption of flights to and from the Douglas-Charles Airport in Dominica starting Friday September 18.
LIAT was forced to suspend services to Dominica on August 27 due to the passage of Tropical Storm Erika which resulted in severe damage to the island and closure of the Douglas-Charles Airport.
Chief Executive Officer David Evans applauded the Government and People of Dominica for their resilience over the last several weeks citing their tireless efforts to get the country back to a state of normalcy following the storm.
"We are extremely happy to be returning to Dominica," Mr. Evans said, noting that "this would not have been possible without the spirit of community and resilience for which Dominica is well known".
LIAT will operate one flight to Dominica on Friday September 18; increasing to two daily flights from Saturday September 19.
All night flights into and out of Dominica remain suspended until further notice.
LIAT, The Caribbean Airline, operates a modern fleet of ATR 42 and ATR 72 aircraft across a regional network of 17 destinations. It is owned by regional shareholders, with the majority being the Governments of Barbados, Antigua & Barbuda and St. Vincent & the Grenadines.
Syria's Assad 'won't quit under pressure'
Syrian President Bashar al-Assad has said in an interview for Russian TV he will not quit under foreign pressure, saying the Syrian people must decide.
Western powers and much of the Syrian opposition say it is not conceivable for Mr Assad to lead a post-war Syria.
Mr Assad said Iran was supporting his government "politically, economically and militarily" but denied that Iranian ground forces had been sent.
The latest comments come as Russia increases its presence in Syria.
Mr Assad said that the president "comes to power with the people's assent through elections, and if he leaves, he leaves if the people demand it".
Mr Assad was re-elected in 2014 with 88.7% of the vote. However, the election only took place in government-held areas and the opposition said the vote had no credibility in the midst of a civil war.

US retail sales rose 0.2% in August
US retail sales rose 0.2% in August, helped by spending on cars, restaurant meals, groceries and clothing, the US Commerce Department has said.
Core sales - which strip out spending on cars, petrol, building materials and restaurants - rose 0.4%.
But separately, factory production slipped in August, falling a sharper than expected 0.5%.
The Federal Reserve has a mixed picture of the US economy ahead of a rate-setting meeting later this week.
Manufacturing output fell last month as car production jammed on the brakes, after a rise of 0.9% in July. Excluding cars, factory output was unchanged.
The US manufacturing sector has been struggling, faced with a strong dollar and slack oversees economies.
A drop in mining production combined with the drop in factory output left overall industrial production down 0.4% during the month.
But retail sales figures, boosted by rising employment, suggest that a recent stock market sell-off had little impact on consumer spending.
"Today's data are positive news for final demand in the third quarter and should give the Fed more confidence in the spending outlook," said Laura Rosner, an economist at BNP Paribas in New York.
Car dealers and restaurants have especially reaped the benefits of around 2.9 million jobs being added to the economy over the past year.
Sales at car dealers and parts shops have risen 5.7% during the past 12 months, as many people in the US are replacing their older vehicles.
Nearly a fifth of all retail sales tracked by the government come from the car industry.
Purchases at restaurants and bars increased 0.7% in August and have soared 8.2% this year.
Around 372,000 workers have been taken on in the sector over the past year to satisfy demand.
Sales also improved last month at grocers, clothes shops, sports stores and online retailers.
On Wednesday and Thursday the Federal Reserve will meet to decide whether to raise interest rates from near zero.
There is never a risk-free time to raise interest rates, BBC economics editor Robert Peston said.
"In the opaque globalised financial world, they [the Fed] know that all sorts of bubbles and market distortions have been created and pumped up by the steroids of super-cheap dollar debt - but they can't be certain of the scale or even the precise location of these unhealthy imbalances," he said.
