Obama sends record US$4t budget to Congress
President of the United States Barack Obama sent Congress a record US$4 trillion budget Monday that would boost taxes on higher-income Americans and corporations, pushing past tight federal spending caps to fund an ambitious public works programme and provide middle-class tax relief.
Obama's budget, which will set off months of wrangling in Congress, proposes spending US$4 trillion - US$3.999 trillion before rounding - in the 2016 budget year that begins October 1. That's a 6.4 per cent increase over estimated spending this year, projecting that the deficit will decline to US$474 billion.
In a lengthy run-up to Monday's budget release, the Obama administration highlighted a number of its proposals, including US$320 billion in increased taxes on the wealthy and corporations that would be used to pay for expanded middle class tax breaks.
The budget documents reveal that all the tax increases will total US$2 trillion, including a number of proposals Obama has made before to limit deductions the wealthy can take to reduce their tax bill.
Wealthy people would only be able to take tax deductions at the 28 per cent rate even if their income is taxed at 39.6 per cent and would also see an increase in their maximum capital gains rate to 28 per cent instead of 20 per cent.
A couple earning up to US$120,000 a year would qualify for a new "second earner" tax credit of up to US$500 as well as a maximum US$3,000 childcare credit for two children, triple the current credit of US$1,000.
Not all of Obama's tax hikes would hit the wealthy. His budget also proposes to raise US$95 billion over the next decade by hiking the tax on cigarettes from the current US$1.01 per pack to US$1.95.

STRENGTHENING THE MIDDLE CLASS
The administration said the budget represented a strategy to strengthen the middle class and help "hard-working families get ahead in a time of relentless economic and technological change".
"This country's better off than it was four years ago, but what we also know is that wages and incomes for middle class families are just now ticking up," Obama said in an interview broadcast on Monday's 'Today Show' on NBC. "They haven't been keeping pace over the last 30 years compared to, you know, corporate profits and what's happening to folks in the very top."
Republicans, however, accused the president of seeking to revert to tax-and-spend policies that will harm the economy while failing to do anything about the budget's biggest problem - soaring spending on government benefit programmes.
Obama's budget projects a deficit of US$583 billion in 2015, up significantly from last year's US$485 billion imbalance. Obama's budget plan never reaches balance over the next decade and projects the deficit would rise to US$687 billion in 2025.
The administration contends that various spending cuts and tax increases would trim the deficits by US$1.8 trillion over the next decade, leaving the red ink at manageable levels.
Obama's budget emphasises the same themes as his State of the Union address last month when he challenged Congress to work with him on narrowing the income gap between the very wealthy and everyone else.
Obama's six-year US$478 billion public works programme would provide upgrades for the nation's highways, bridges, and transit systems in an effort to tap into bipartisan support for spending on badly needed repairs.
Half of that money would come from a one-time mandatory tax on profits that US companies have amassed overseas that would be set at 14 per cent.
The budget also called for a US$60 billion programme for free community college for an estimated nine million students if all states participate. And it proposes expanding childcare to more than 1.1 million additional children under the age of 4 by 2025 and seeks to implement universal pre-school.
Obama also wants to require estates to pay capital gains taxes on securities at the time they are inherited. He also is trying to impose a 0.07 per cent fee on the roughly 100 US financial companies with assets of more than US$50 billion.

EU tax probe widened to Belgium
The European Commission has widened its corporate tax probe to include Belgium's rules on so-called "excess profit".
It is the latest European Union member state to have its tax regime put under the spotlight.
The Commission is investigating whether the tax regimes of certain EU nations amounts to state aid.
It said Belgium often made tax deals with firms that moved "a substantial part of their business" to the country.
US corporations, including Apple, Starbucks and Amazon have also been caught up in the investigation for what the Commissions calls their "aggressive tax planning" strategies.
Under European Union (EU) state aid rules member states are not allowed to grant companies selective tax advantages that distort competition.
But the Commission said that, on the face of it, Belgium's excess profits tax regime did just that.
Commissioner Margrethe Vestager in charge of competition policy said: "The Belgian 'excess profit' tax system appears to grant substantial tax reductions only to certain multinational companies that would not be available to stand-alone companies.
"If our concerns are confirmed, this generalised scheme would be a serious distortion of competition unduly benefitting a selected number of multinationals. As part of our efforts to ensure that all companies pay their fair share of tax, we have to investigate this further."
The Commission said Belgium's tax arrangements meant as much as 90% of the profits a multinational corporation made in the country could be deducted from the its corporation tax bill, although more typically, the tax break applied was 50%.
The Commission added the Belgian tax regime, as it stood, appeared to imply those profits would not exist were the subsidiary not part of a multinational group, benefitting from the shared resources that go with being part of a large corporation, such as a global human resources department or IT system.
In order for the deductions to be applied, a company needed to reach an agreement with the Belgian government first.
The Commission has been investigating the tax regimes of certain member states since June 2013 and widened the investigation to include all member states at the end of last year.
Eight months ago the Commission launched formal investigations into the tax paid by Apple in Ireland, Starbucks in the Netherlands and Fiat Finance in Luxembourg.
It launched a further investigation into Amazon's tax dealings in Luxembourg in October.
The investigations into Luxembourg's tax regime led to calls for European Commission President Jean-Claude Juncker to be investigated over allegations he encouraged tax avoidance when he was prime minister of the country.
Mr Juncker has denied the claims.
Real Madrid star 'worth at least £300m'
Cristiano Ronaldo would sell for £300m if Real Madrid decided to let him leave tomorrow, the Portuguese superstar's agent has told BBC Sport.
Jorge Mendes said the 29-year-old forward was the "best player ever" and the "best sportsman ever".
Mendes added: "You can't compare him with anybody else."
Ronaldo was voted the world's best player for a third time last month, beating Barcelona rival Lionel Messi to the prestigious award.
Asked how much he was worth, Mendes said: "Cristano Ronaldo? One billion. His buyout clause one billion, so it is one billion.
"If, for any reason, the club decide to sell him tomorrow for 300 million, someone will pay."
However, Mendes insisted his countryman, who cost Real Madrid a world record fee of £80m in 2009, would stay at the Bernabeu, despite his "love" for supporters of former club Manchester United.
"He will not leave Real Madrid," Mendes told BBC sports editor Dan Roan.
Mendes, who is reported to have brokered more than £1bn worth of transfers, has been described as the most powerful figure in the game.
"People have the wrong idea about agents," said Mendes.
"Being an agent means many different things. I'm someone normal, I'm working hard every single day. I have ambitions, determination and being honest, doing the right things... this is most important."
He described football as the "most important sport in the world" and defended the wages players now command, saying they "deserve the maximum possible".
Mendes compared working with his players on contracts as "like a family".
"It is like when you talk with your son, with your family... always to try to find the best way to support them," he said.
Mendes also described the ban on third-party ownership of players as "illegal" and "catastrophic" for clubs.
"Fifa and Uefa are not the police," he said. "I think that's it's very important to establish rules, the right rules, but not to stop it."
Mendes, a former DJ and nightclub owner, also represents Jose Mourinho, Luiz Felipe Scolari, Radamel Falcao, Angel Di Maria, James Rodriguez, David De Gea, Victor Valdes and Diego Costa.

Super Bowl attracts record 114.4m viewers on NBC
An estimated average of 114.4 million people watched Sunday's Super Bowl on NBC, according to initial figures.
The game set a new record for the most-watched event in US television, beating last year's audience of 112.2 million.
Viewing peaked at 120.8 million during the last quarter, which saw the New England Patriots beat the Seattle Seahawks 28-24.
Some 118.5 million watched Katy Perry's half-time show - three million more than last year's show with Bruno Mars.
Ratings compiler Nielsen said the 12-minute performance - which also featured Lenny Kravitz and Missy Elliot - attracted the biggest half-time audience since 1991.
NBC, which broadcast the game, said the actual audience was likely to have been higher because official ratings did not count people watching in locations such as sports bars.
An additional 600,000 viewers watched the game with Spanish-language announcers on NBC's Universo cable network.
NBC Sports also offered a live stream to computers and tablets - attracting an average 800,000 people, according to Adobe Analytics.
After the game, an estimated 26.5 million people kept their TVs on NBC to watch an episode of James Spader's crime drama The Blacklist, making it the most-watched scripted programme on the network in more than a decade.
Next year's Super Bowl will be played in Santa Clara, California, and will be broadcast by CBS.
IS Video Purports to Show Jordanian Pilot's Killing
New photos surfaced on social media on Tuesday that appear to show captured Jordanian pilot Muath al-Kaseasbeh being burned to death in a cage.
In the gruesome photos, circulated by supporters of the Islamic State militant group and which have not yet been independently verified, al-Kaseasbeh appears to be alive while his body is covered in flames.
According to Jordanian State television, Jordan confirmed the pilot's death after video surfaced online appearing to show him being burned to death. Repots by Jordanian State television say he was killed on January 3.
"Our brave hero Muath will always be remembered as a symbol of courage," said Jordan's ambassador to the United Nations, Dina Kawar, in a post on Twitter. "May God bless his soul and rest him in peace."
The Jordanian military condemned the killing and vowed it would not go unpunished.
A family member of the pilot told Reuters that the chief of Jordan's armed forces informed the family he had been killed.

Chadian Troops Enter Nigeria to Battle Boko Haram
Hundreds of Chadian ground troops entered northeastern Nigeria Tuesday as part of a growing regional offensive against Boko Haram insurgents.
Witnesses said Chadian soldiers and vehicles crossed a bridge from Cameroon into the Nigerian town of Gambaru. Another Chadian force of at least 300 soldiers positioned itself near Bosso, a town on the border between Nigeria and Niger.
Nigerian government spokesman Mike Omeri told VOA's Hausa news service that Chad is operating under a bilateral protocol that allows them "to pursue terrorists into this territory."
Chad is one of four countries that have pledged to help fight Boko Haram, along with Cameroon, Niger and Benin. The Islamist insurgents control parts of Nigeria's Borno state and seized a multinational base on the shores of Lake Chad last month.
The Nigerian government said late Monday its forces have retaken a number of towns from Boko Haram, including Gambaru, Mafa, Mallam Fatori, Abadam and Marte.
But the French news agency AFP quoted a Chadian army officer as saying Boko Haram fighters remain in Gambaru and "they have posted snipers everywhere."
Northeastern Nigeria has seen several days of heavy fighting, with both the Chadian and Nigerian air forces targeting the militants.

Suge Knight taken to hospital after court hearing
Former US rap music mogul Marion "Suge" Knight has been taken to hospital shortly after pleading not guilty to murder and attempted murder in court.
Los Angeles County Sheriff's Department said Mr Knight was seen by doctors after complaining of chest pains.
His earlier court appearance came five days after he was involved a hit-and-run incident in which one man died.
Prosecutors claim he intended to run over two men after an argument, but his lawyer has said it was an accident.
The 49-year-old faces a total of four charges under his real name Marion Hugh Knight and faces life in prison if convicted.
A truck Mr Knight was driving hit and killed his friend Terry Carter, 55, in the incident in the suburb of Compton last week. Another man, Cle "Bone" Sloan, 51, was injured.
The former record label boss's lawyer said his client was trying to escape an attack at the time.
At a brief court hearing in Compton, the judge set a bail hearing for Monday and Mr Knight was remanded in custody.
On Monday, a court commissioner revoked the $2m (£1.3m) bail after police said the defendant had a violent past and could intimidate witnesses.
Mr Knight founded Death Row Records in the 1990s but later declared bankruptcy and the company was sold at auction.
He helped launch the careers of artists including Dr Dre, Tupac Shakur and Snoop Dogg.
The music producer has previously been convicted of armed robbery and assault with a gun.
Trinidad PM announces major Cabinet re-shuffle
Trinidad and Tobago Prime Minister Kamla Persad-Bissessar has asked that the President revoke the appointments of Attorney General Anand Ramlogan, National Security Minister Gary Griffith, and called for the resignation of the Director of the Police Complaints Authority (PCA) David West, for their roles in witness-tampering investigation ordered by Acting Police Commissioner Stephen Williams.
Former High Commissioner to the United Kingdom, attorney Garvin Nicholas will be the new Attorney General, and retired Brigadier Carl Alfonso is the National Security Minister.
The prime minister has also removed Senate President Timothy Hamel-Smith, Sports Minister Rupert Griffith, Ministry in the Works and Transport Minister Stacy Roopnarine, and Justice Minister Emmanuel George. Persad-Bissessar has given up the portfolio of Social Development and People Ministry.
Legal Affairs Minister Prakash Ramadhar will take on the Justice Ministry. Former advisor in the Office of the Prime Minister Christine Nawal Hosein is the new Minister of Social Development and the People. Soca Warrior footballer Brent Sancho is the Sports Minister, NJAC member Kwesu Motumba is now a minister in the Works and Infrastructure Ministry.
In an 18 minutes address that began eight minutes later than its planned 7.30p.m start, Persad-Bissessar said that he had asked for and received the resignation of Ramlogan, and has asked for the resignation of Griffith, she said later he did not offer his resignation, and had been fired.

Calls for T&T AG to step down
Calls continue to pour in for Trinidad’s Attorney General Anand Ramlogan to resign, the AG remained in the position up to yesterday.
But the question remains if he will be fired or resign shortly as Prime Minister Kamla Persad-Bissessar is expected to make an announcement later today.
The Law Association of Trinidad and Tobago (LATT) has joined the chorus of calls for Ramlogan to resign.
The association, which has a tendency to remain reticent with respect to controversy, issued a brief, one-page release, following a meeting with its executive which was chaired by its vice-chairman Gerry Brooks.
The Sunday Express understands LATT President Seenath Jairam is in Guyana.
The release stated: “It is the view of LATT that the police investigation into the conduct of the attorney general has the ability to adversely affect and undermine the public perception of and confidence in the Office of the Attorney General. In the circumstances, it is LATT’s considered view that Mr Ramlogan SC must forthwith step down as Attorney General.”
The probe by police officers arise out of allegations made by director of the Police Complaints Authority (PCA) David West that Ramlogan requested that he withdraw a witness statement in a defamation matter involving Opposition Leader Dr Keith Rowley and Ramlogan.
West, on Thursday, made an official police complaint and submitted a signed statement of his claims.
Shortly after the statement was delivered to police, the Trinidad and Tobago Police Service issued a media statement announcing the commencement of a probe.
Ramlogan, who is titular head of the Bar, then issued his own media release, calling on the investigation to commence with haste, repeating the allegations against him are untrue.
LATT, in its release, also expressed concern over the allegations.
“The Law Association of Trinidad and Tobago (LATT) notes with grave concern the recent allegations by Mr David West, director of the Police Complaints Authority (PCA), and the launch of a criminal investigation by the Commissioner of Police (Ag) Stephen Williams. This investigation concerns the allegations of an attempt to pervert the course of justice made against the attorney general of Trinidad and Tobago.
“To prevent erosion of confidence in the Office of the Attorney General, LATT urges that the investigations which have been embarked upon by the Police Service of Trinidad and Tobago be conducted thoroughly and expeditiously, in the interest of the national community.
“Once the investigations are completed, any and all appropriate legal steps should be taken thereafter with due expediency. LATT makes no comment on the innocence or guilt of the attorney general and awaits the outcome of the police investigation.”
This is not the first time that LATT has called on an AG to demit office.
