Pelican Energy TCI Announces Leadership Transition
Pelican Energy TCI today announced a leadership transition as the company embarks on its next chapter following a recent change in ownership.
Effective January 1, 2026, Devon Cox will become President of the Company, succeeding President and CEO Ruth Forbes, who, through mutual agreement with the Board of Directors, will be leaving at the end of the year after almost two decades of distinguished service. She will serve as Strategic Advisor from January until June 30, 2026.
Mrs. Forbes is the first local CEO to lead the utility. She steered the Company through a highly dynamic chapter, including the post-pandemic business landscape. Highlights of her tenure as CEO include delivering industry-leading safety performance, strong operational excellence, providing one of the most reliable energy services in the Caribbean, outstanding community outreach, and elevating the Company to Investors In People platinum status. Her commitment to both the Company and to modernizing the Turks and Caicos Islands’ (TCI) energy infrastructure to support the country’s economic growth and development over the last two decades have earned her deep respect across the utility industry and the broader business community.

Commenting on the transition, Mrs. Forbes stated, “It has been one of the greatest privileges to lead the Company over these transformative years. I’ve had the honor of working alongside a world-class team, one that consistently sets the bar for excellence in our industry. Together, with the support of our stakeholders and communities, we met the evolving energy needs of our nation and strategically positioned the company for the future.

Incoming President Devon Cox brings a wealth of experienced gained over his 17 years with the Company. He currently serves as Senior Vice President of Operations. Over the years, he has overseen several business functions, including Environment, Health and Safety, Transmission and Distribution Operations, Generation, Engineering, Facilities Management, Fleet Services, Sister Islands Operations, and more recently Customer Service. Mr. Cox earned a Bachelor’s degree in Electrical Engineering, an MBA in Business Administration, and completed the Institute of Corporate Directors course through the University of Toronto.

SNIDER PIERRE APPOINTED ASSISTANT COMMISSIONER OF REVENUE - AUDIT
The Office of the Deputy Governor announced the appointment of Mr. Snider Pierre as Assistant Commissioner of Revenue - Audit, within the Ministry of Finance, Trade and Investment.
Mr. Pierre holds an Associate’s Degree in Business Studies from the Turks and Caicos Islands Community College and a Bachelor of Science in Accounting and Mathematics with Honours from the University of Glasgow. He will commence his ACCA Accreditation in mid-2026, further strengthening his professional qualifications in the field of accounting and finance.
Mr. Pierre brings valuable experience to his new role, having served within the Inland Revenue Department since 2021. He began his tenure as a Tax Officer before being promoted to Senior Tax Officer, where he contributed to the strengthening of tax compliance, audit efficiency and public revenue administration. His career also includes earlier roles in both the public and private sectors, such as Accounts Payable Officer and Banking Officer with the Interisland Aviation Services Group of Companies and as a Summer Intern at the Inland Revenue Department.
Reflecting on his appointment, Mr. Pierre stated, “I am deeply honored to serve the Government of the Turks and Caicos Islands as the Assistant Commissioner of Revenue - Audit in the Ministry of Finance, Trade and Investment. To serve the people of the Turks and Caicos Islands in this capacity is not just a professional milestone, it is a calling rooted in accountability, transparency and the shared goal of national progress. SCHOOLS PREPARE for 4TH ANNUAL MATHEMATICS JEOPARDY-STYLE COMPETITION
The Department of Education is pleased to announce the hosting of the 4th Annual Mathematics Jeopardy-Style Competition, scheduled for November 13th and 14th, 2025, at the Salvation Army Centre, beginning at 10:00 a.m. on both days. The competition will feature primary school students on November 13th, followed by secondary school students on November 14th.
This annual event aims to promote mathematical awareness and foster a deeper appreciation for the subject among students across the nation’s schools. Over the years, the Mathematics Jeopardy-Style Competition has become a highly anticipated fixture on the academic calendar, known for its vibrant atmosphere and stimulating intellectual challenge.
The Jeopardy-style format encourages participants to demonstrate their mathematical aptitude while fostering teamwork, critical thinking, and problem-solving skills in an engaging and competitive environment. Students will tackle questions across a range of topics, including Algebra, Geometry, Measurement, and Trigonometry.
In previous years, the competition has showcased exceptional talent and enthusiasm from our young mathematicians. Last year, in the Primary Division, Adelaide Oemler Primary School earned 3rd place, Best Institute secured 2nd place, and the International School of the Turks and Caicos triumphed once again, taking 1st place for the second consecutive year. In the Secondary Division, the contest for top honors was equally fierce. A. Louise Garland Thomas High School placed 3rd,Raymond Gardiner High School achieved 2nd place, and Clement Howell High School claimed 1st place, also marking their second consecutive championship victory.
This year’s event promises to continue that tradition of excellence and spirited competition. The proceedings will be broadcast live on Radio Turks and Caicos and streamed via the Premier’s Facebook page.
The Department of Education encourages the public to attend and show their support in person, your presence and encouragement remain invaluable to our students as they continue to excel in the pursuit of knowledge.
Illegal Firearms Recovered, Suspect Held in Blue Hills Operation
The Royal Turks and Caicos Islands Police Force (RT&CIPF) continues its relentless effort to rid communities of illegal firearms.
At approximately 10:30 p.m. on October 30th, 2025, officers executed an Authority to Search at a residential structure located along Millennium Highway, Blue Hills.
During the search, officers discovered two (2) Taurus 9mm pistols, two magazines with ammunition, and an assortment of masks, gloves and other items suspected to have been used in illegal activities.
RTC understands that a 27-year-old male was arrested and is currently assisting with investigations.
To date, a total of 21 firearms have been recovered for the year 2025, with this most recent seizure marking the third firearm recovery for October.

Body of a Male Found
The Turks & Caicos Police Control Room received a report that a male was seen lying motionless in the vicinity of Liz Bakery, Five Cays, Providenciales.
Police officers responded to the given location, and upon arrival, officers found the lifeless body of a male lying face down on the right shoulder of the road, near bushes.
The victim has been identified as JOHN NOEL PARKER, 58, of Five Cays. The Royal Turks and Caicos Islands Police Force extends condolences to the relatives and friends of Mr Parker.
A preliminary examination revealed a small wound to the left side of the deceased man’s head.
An autopsy will be conducted to determine the exact cause of death. In the interim, officers continue to process evidence and pursue active investigations.
The RT&CIPF is appealing to anyone with information or CCTV footage that may assist the investigation to contact the nearest police station, 911, the Serious Crime Unit at 231-1842, or Crime Stoppers at 1-800-8477 to anonymously provide any information.

Relief Message from the Premier of the Turks and Caicos Islands Following the Passage of Hurricane Melissa
My fellow Turks and Caicos Islanders,
Today, I come before you with a heart full of gratitude. By the grace of Almighty God,
Hurricane Melissa has passed us by. Our islands have been spared, and for that, we give thanks.
As Hurricane Melissa threatened our shores, you stood ready—police officers, firefighters, healthcare professionals, utility teams, disaster management staff, Regiment, and volunteers.
Your tireless preparation, vigilance, and commitment ensured that our communities were protected and that our people remained safe.
Though we were spared by God’s grace, it was your dedication that gave our islands the strength and confidence to face the storm. You are the backbone of our resilience, and we honor your service.
Thank you for your courage, your professionalism, and your love for country.
But while we were protected, we must not forget our regional brothers and sisters. In Haiti, Cuba, and especially Jamaica, the devastation has been severe. Jamaica, in particular, has suffered catastrophic damage—families displaced, communities destroyed, lives forever changed.
As your government, and on behalf of the people of the Turks and Caicos Islands, I want to assure our Jamaican brothers and sisters that you are not alone. The Turks and Caicos Islands Government stands with you in solidarity during this time of great trial.
We are preparing a contingent from our Regiment to provide hands-on assistance where it is most needed. Additionally, we are committed to making a financial contribution to support the restoration and rebuilding of affected communities.
Let us continue to pray for the people of our region who are enduring loss and hardship. And let us act—not only with words, but with compassion and with deeds. Together, as one Caribbean family, we will rise stronger.

The public is hereby advised that Hurricane Melissa has moved away from the Turks and Caicos Islands.
The public is urged to continue to exercise caution in their surroundings and be mindful that intermittent showers are possible throughout the day.
Mariners are reminded that marine conditions remain hazardous due to rough seas and swells.
We take this opportunity to remind the public that we are still in the hurricane season, until November 30th. Please ensure that your hurricane preparedness kits and "go bags" are up to date and ready.

Tropical storm conditions, heavy rains, and significant storm surge are expected in the islands of Providenciales, North Caicos, and Middle Caicos through tonight.
Breezy and squally conditions are possible in the islands of South Caicos, Grand Turk, and Salt Cay. Remain sheltered until local officials deem it safe to venture out.
Rainfall amounts of 1 to 3 inches is expected across the Turks and Caicos Islands today. Heavy rains can produce localized flooding of roads, properties, and communities.
Minor coastal flooding is possible in the Turks and Caicos Islands today.
Swells generated by Melissa are expected to produce high seas, dangerous surf, and life-threatening rip currents, with wave heights reaching 6 to 10 feet today through tomorrow.

As of the 2 pm EDT NHC Advisory, Hurricane Melissa is a Category 2 hurricane with maximum sustained winds of 100 mph and is moving northeast at 15 mph. The center of Melissa is located 195 miles west of Providenciales.
Tropical storm force winds and heavy rains are still likely for Providenciales, North Caicos, and Middle Caicos later today into tonight.
While, the islands of South Caicos, Grand Turk, and Salt Cay can expect windy conditions with a chance of showers this evening.
