Cody Ewing charged on three counts

A 19-year-old male, charged with robbery offences, is expected to appear in the Magistrate’s Court later this week.

CODY EWING of Kew Town, Providenciales, was charged on Friday, 6th December 2024, with the following offences:
 One Count - Robbery;
 One Count - Possession of Imitation Firearm;
 One Count - Malicious Injuries to Property

The charges against Mr EWING were laid by officers of the Serious Crime Unit following investigations into a report made on Saturday, 12th October 2024.


JOSIAH PARFAIT is sentenced to nine years imprisonment

RTC News can report that JOSIAH PARFAIT, age21, has been sentenced to nine years imprisonment, having pleaded guilty to firearm offences.

Mr. Parfait appeared in the Grand Turk Supreme Court and was sentenced yesterday (Monday, 09th December).
*One Count - Possession of Firearm - 9 years
*One Count - Possession of Ammunition -9 years
*One Count - Assault with intent to Rob - 8 years

The sentences are to run concurrently.

On Friday, 22nd November 2024, Mr Parfait entered a guilty plea to the offences.

Based on the evidence presented, on Friday, 01st December 2023, Mr Parfait was formally charged and cautioned for the offences.


82nd annual Golden Globes were announced by Mindy Kaling and Morris Chestnut

The 2025 Golden Globes nominations are in and Emilia Pérez earned the most nomination on the film side, with 10 nods. The Brutalist followed closely behind with seven nods and Conclave with six nods.

On the TV side, The Bear cooked up five nominations, the most of any show, while Only Murders in the Building and Shōgun scored four noms apiece.

The best motion picture nods went to The Brutalist, A Complete Unknown, Conclave, Dune: Part Two, Nickel Boys and September 5 for dramas, while Anora, Challengers, Emilia Pérez, A Real Pain, The Substance and Wicked were nominated for comedies and musicals.

Nominations for the 82nd annual Golden Globes were announced by Mindy Kaling and Morris Chestnut on Monday, Dec. 9, at 8:15 a.m. ET via a press conference.

The 2025 Golden Globes will take place Sunday, Jan. 5, at 8 p.m. ET/5 p.m. PT, airing live on CBS and streaming live on Paramount+.

Suspected Homicide in (Blue Hills)

Officers of the Serious Crime Unit are currently at the scene of a suspected homicide.

Preliminary reports state shortly after 7 pm yesterday (December 09th), several calls were placed to the Police Control Room reporting gunshots being heard in the vicinity of Mary Jane Lane, Blue Hills.

Officers were dispatched and conducted checks. However, nothing suspicious was seen.

Shortly after 10 pm, the Police Control Room received calls of a body seen at the back of Dako Yard, Blue Hills.
Officers arrived at the location and saw a male on the ground motionless.

Investigators are probing whether this suspected homicide is linked to the reports of gunshots heard after 7 pm. The RTCIPF asks the public to notify the closest police station, contact 911, the Serious Crime Unit at 231-1842, or Crime Stoppers at 1-800-8477 to anonymously provide any information on illegal activities.

Additionally, individuals are encouraged to download the Crime Stoppers P3 app to share information.


TCI Representatives Attend One Health Multidisciplinary Workshop

Representatives from the Ministry of Health and Human Services and the Ministry of Tourism, Environment, Fisheries and Marine Affairs, Culture and Heritage, Agriculture, Religious Affairs, and Gaming recently participated in a two-day workshop hosted by the Caribbean Public Health Agency (CARPHA) on 18 -19 November 2024, at the Hilton Hotel and Convention Centre in Trinidad and Tobago. Representing the Turks and Caicos Islands (TCI) were Dr. Reginald Thomas, Chief Veterinary Officer, Department of Agriculture; Ms. Arlene Siebs, Director, National Public Health Laboratory; Ms. Kendra Malcolm, Deputy Chief Epidemiologist, National Epidemiology & Research Unit and Ms. Kenya Jones, Deputy Chief Environmental Officer, Environmental Health Department.

This workshop, conducted under the Pandemic Fund Project, aimed to bolster the Caribbean’s capacity to prevent, prepare for, and respond to pandemics. CARPHA, the region’s leading public health agency, serves as the Executing Agency for this project, with the Inter-American Development Bank (IDB) as the Implementing Entity.

Food safety is a pressing global priority, with foodborne diseases (FBD) being a significant public health and economic concern worldwide. According to the World Health Organization (WHO), contaminated food causes approximately 600 million illnesses and 420,000 deaths annually. In the Caribbean, FBDs are among the most commonly reported illnesses, adversely affecting residents and tourists alike and posing significant challenges to the region’s efforts to promote safer travel post-COVID-19.

The workshop emphasized integrated surveillance for foodborne diseases and zoonoses, employing the One Health Approach, which integrates human, animal, and environmental health sectors. Formally adopted by CARICOM in 2014, this approach underscores the interconnectedness of these sectors in addressing public health challenges.

Key experts delivered presentations on various aspects of integrated surveillance, including:
Dr. Lisa Indar, Ad Interim Executive Director, CARPHA, on CARPHA’s Integrated FBD Surveillance and the One Health Approach.
Dr. Margarita Corrales, Food Safety Coordinator, PANAFTOSA, on global food safety strategies.
Ms. Tania Hoost-de-Getrouwe, Livestock Development Officer, FAO, on sustainable livestock practices and disease control.
Insights from the Caribbean Agricultural Health and Food Safety Agency (CAHFSA) and the Caribbean Veterinary Network (CaribVet), including CIRAD’s One Health Community of Practice framework.

Participants were encouraged to adopt multidisciplinary approaches and develop National Action Plans tailored to their specific needs and capacities, ensuring the Caribbean remains resilient in managing FBD outbreaks and zoonoses.

This workshop reinforced the importance of collaboration among human, animal, and environmental health sectors to develop an integrated surveillance and response framework. By fostering regional cooperation, the Caribbean strengthens its ability to mitigate the public health impact of foodborne diseases and zoonoses, ensuring safer environments for residents and visitors alike.


Ministry of Physical Planning Announces Commencement of Millennium Highway Rehabilitation Works

The Ministry of Physical Planning and Infrastructure Development is pleased to announce the commencement of road rehabilitation works on the Millennium Highway on Providenciales. This project is part of the Ministry’s strategic plan to enhance road safety, improve connectivity, and provide residents with durable and efficient transportation infrastructure throughout the Turks and Caicos Islands.

The Millennium Highway serves as a crucial transportation link and supports economic activities, tourism, and the well-being of residents. Phase one of the project will focus on expanding the highway from a two-lane road to a four-lane road, stretching from the downtown roundabout to the junction at Bay Road (Front Road) and Millennium Highway (Back Road).

 In establishing the scope of project, the road rehabilitation works will include:

  • Sustainable Lighting: Solar-powered Street lights along the highway.
  • Traffic Management: Clearly marked roads, intersections with appropriate lanes, and signage for smooth traffic flow.
  • Cycling and Pedestrian Facilities: Dedicated lanes and pathways for non-motorised transportation.
  • Road markings for better visibility and organisation of lanes.
  • Drainage improvements to prevent flooding and ensure road longevity, especially important in an area susceptible to tropical weather conditions.
  • Installation of signs and cat-eyes for enhanced road safety, especially at night or in low-visibility conditions.
  • Installation of solar-powered streetlights to improve night-time visibility in an eco-friendly manner, reducing reliance on the electric grid and lowering operational costs.
  • Construct pedestrian sidewalks and a dedicated cycle lane to promote safe walking and cycling as alternatives to vehicular travel.
  • Expand the highway from two lanes to four lanes, doubling the roadway's capacity and improving traffic flow.

 The project has been awarded and the contract has been signed. The project is scheduled to commence immediately after the 12 December 2024 kick-off meeting and is projected to be completed within one year. The work will be divided into the design and construction phases to ensure systematic and efficient delivery. The Ministry of Physical Planning and Infrastructure Development will provide regular updates on progress and any changes to the schedule.

While construction is underway, the public is advised to expect temporary lane closures and detours in work zones, reduced speed limits for safety, and possible delays during peak hours. Motorists and pedestrians are encouraged to follow all signage and instructions from on-site personnel to ensure safety and minimise disruptions.

Deputy Premier and Minister of Physical Planning and Infrastructure Development, Hon. Jamell Robinson, stated: “The launch of the Millennium Highway rehabilitation works underscores our commitment to improving the daily lives of our citizens and building a stronger foundation for economic development. These upgrades will not only enhance safety and connectivity but also contribute to the overall quality of life of our people.”

The Ministry appreciates the understanding and patience of residents as these critical upgrades are implemented.

 


SENS DEPARTMENT COMPLETES SERIES OF MULTIDISCIPLINARY ASSESSMENTS ACROSS THE TURKS AND CAICOS ISLANDS

The Department of Special Education Needs Services (SENS) successfully completed a series of comprehensive assessments in partnership with BTConcepts and One World as part of the Special Needs Month celebrations in November.

These assessments provided vital insights into the developmental and educational needs of students across the islands.

BTConcepts delivered specialized neuropsychological assessments, while One World provided multidisciplinary evaluations with a focus on speech, behavioral, and occupational therapy recommendations. A total of 55 students were assessed during this initiative, ensuring that students with special needs receive the tailored support necessary to thrive academically, socially, and emotionally.

Mrs. Lashaunda Skippings, Coordinator of Assessments, who manages the registry and coordinates all assessment initiatives, emphasized the importance of parental involvement: "This initiative reflects our dedication to ensuring that every child with special needs has access to high-quality assessments, regardless of location. The insights gained from these evaluations are essential for developing individualized intervention plans that meet each student’s unique needs. I am proud of the collaborative efforts that made this possible and remain committed to building a comprehensive and responsive system for the children we serve.”

The Hon. Rachel Taylor, Minister of Education, also shared her thoughts on the initiative’s success: "The completion of this assessment series is a testament to our commitment to inclusivity and equity in education. These evaluations provide a strong foundation for supporting our students with special needs, helping them overcome challenges and achieve their full potential. I applaud the Department of Special Education Needs Services, BTConcepts, and the One World Foundation for their dedication and hard work, and I am particularly encouraged by the reach of this initiative to students across all our islands. This is a proud moment for the Turks and Caicos Islands, and we remain steadfast in our efforts to prioritize the needs of every child."

The teams from BTConcepts and One World traveled extensively throughout the islands, ensuring that students in even the most remote communities were reached. Their work highlighted the importance of a multidisciplinary approach in addressing the diverse needs of children with disabilities.

In reflecting on the initiative, Dr. Anya Malcolm-Gibbs, Director of SENS department stated: "This collaborative effort underscores our mission to provide equitable access to quality assessments and interventions for students with special needs. Chief Medical Technologist attends CARPHA Infectious Substance Transport Regional Workshop

Mr. Andrico Garland, Chief Medical Technologist at the National Public Health Laboratory attended the Caribbean Public Health Agency (CARPHA) Infectious Substance Transport (IATA) - Train the Trainer Regional Workshop held in Trinidad and Tobago November 25th – 29th 2024.

The workshop aimed to standardize training by equipping local trainers as previously with up-to-date knowledge of regulations, best practices, and effective teaching methodologies. This ensures that training delivered across Member states is consistent and of high quality. Furthermore, the development of a cadre of qualified local trainers will allow for in-country training of a wider cross-section of persons at a country level and more efficient use of resources. 

The transfer of Biological Substances is a key component of the World Health Organization (WHO) International Health Regulations. The regional IATA- Train the Trainer workshop was necessary to enhance the CARPHA Member States (CMS) capacity to transport Infectious Substances and Biological material safely. Whether it be for referral testing, or the identification of pathogens that member states are unable to test and or need validation.

Overall, the Train-the-Trainer- workshop represented a strategic initiative to build a robust and self-sufficient network of trainers within the Member states, thereby strengthening the capacity for safely shipping infectious substances and enhancing regional Public Health resilience. 

Additional areas to which the workshop covered were:

  2. Capacity Building and Professional Development
  3. Crisis Management and Resilience
  4. Regional Integration and Cooperation
  5. Public Health and Safety 

Commenting on the workshop, Mr. Garland stated “Attending this workshop has provided me with invaluable knowledge on infectious substances; the best practices when it comes to their safe packaging and handling, and the proper documentation for transport. I am honored to have gained this invaluable experience which I will share to certify colleagues so that the TCI will be in a better position to sustainably handle and transport any infectious substance safely, and or respond to any Public Health Emergency”.

UN Secretary General condemns ongoing gang violence in Haiti

United Nations Secretary-General, Antonio Guterres, Monday “ strongly” condemned the violence and loss of life in Haiti, where an armed gang is reported to have killed at least 184 people, including 127 elderly men and women over the last weekend.

The spokesman for the UN Secretary-General, Stéphane Dujarric, said that the killings occurred between December 6-8 in the Wharf Jérémie neighborhood in Cité Soleil and that the Secretary-General “expresses his deepest sympathy and condolences to the families of the victims of this horrific act.

“The Secretary-General calls on the Haitian authorities to conduct a thorough investigation and ensure that perpetrators of these and all other human rights abuses and violations are brought to justice.”

Dujarric said that the Secretary-General reiterates his pressing call to member states to provide the Kenya-led Multinational Security Support (MSS) mission with the financial and logistical support required to successfully assist the Haitian National Police in addressing gang violence.

“ He also calls on all Haitian stakeholders to accelerate progress in the political transition,” he added.

The National Human Rights Defense Network (RNDDH) in Haiti said that the killings were allegedly the result of revenge by Micanor Altes alias “Wa Mikanò” leader of the Wharf Jeremie gang.

Media reports said that the gang, which also operates around Fort Dimanche and La Saline, had been convinced by a voodoo priest that elderly people in the area practicing witchcraft had cast a deadly spell on his son who died Saturday afternoon.

The RNDDH said as a result, elderly people suspected of witchcraft were reportedly targeted and that the vast majority of victims were over 60 years.

Meanwhile, Human Rights Watch Monday said it believes that the United Nations Security Council should urgently authorize and rapidly deploy a United Nations mission in Haiti (blue helmets) that would ensure a human rights-based response to restore security, the rule of law, and democratic governance in Haiti.

Human Rights Watch said the crisis in Haiti has reached catastrophic proportions due to the intensification of large-scale coordinated attacks by criminal groups against the population and key infrastructure of the country.

“Haitians say that the fear of attacks by criminal groups has taken over their daily lives, and millions struggle to find food, water, and health care,” said Ida Sawyer, crisis, conflict and arms director at Human Rights Watch.

“A new, full-fledged UN mission that respects rights and builds on the initial UN efforts could provide the Haitian people a genuine opportunity to reconstruct their lives with hope and dignity,” Sawyer added.

In a letter dated November 29, the UN Security Council asked the UN Secretary-General to present “strategic recommendations” on the role the UN could play in helping to resolve the security, economic and humanitarian crisis in Haiti.

Human Rights Watch said it believes that the UN Secretary-General should act quickly to respond to the Security Council’s request and, in line with this, the UN should take rapid and concrete measures to support Haiti.
