The group is currently unsigned but are looking to place the Turks & Caicos Islands on the international rap scene.

My interested in music start when i was only 8 years old, me and my younger cousin where making simple rhymes and beating on the wall.
When i turned 14 i got my first laptop and i decide to start in the hobby of rapping..so i made an unsigned record label "Rest in Peace(R.I.P) Records' which consist of a group of my friends making tracks when we were bored....later that year we started to get serious in rapping.at the age of 16 the group put together money and bought home studio equipment and start working seriously. I also Began working on beats and riddims under the influence of my fellow members T.T.K and Yung $KYwalker. Right now I am Working on my Mixtape "Fly Me To The Sun" wich should be released on May 25th Of this year and will be given out on hard copies and able to be download on limelinx so watch out for that.

With his band Sky Lake, he has performed throughout the Caribbean as well as with Cayman Islands favorites Memory of Justice and Barefoot Man. As a front line entertainer for Tropic Star Cruise Lines, Clement took his talent around the Caribbean once again. Today, as lead singer of Sweet Justice, he has made South Florida his personal stage with an upful, energetic and captivating performance style.

One of the most popular rap groups to hit the stages here in the Turks and Caicos Islands is comprised of members Eswann, Orane, Jabba and Kutless. The name BlaKout actually was a real and symbolic description for the group, real in the sense that the members were a bunch of young performers coming out of the dark and into light making a brighter future. BlaKouT has to date released a number of hot singles such as "Thoroughbred" and "In the game" as well as releasing countless mix tapes throughout the years. Their latest video "Punish Dem" featuring Mr. Vegas has become an instant hit with heavy rotation on the local Tv Station and airwaves. Following the release of “Punish Em”, Blackout released “Green light” as a dancehall single with the follow up remix to the single featuring Elephant Man. The single is in heavy rotation in the TCI on all major radio stations including Radio Turks & Caicos.

Barbara was given the second name Aretha because of her mother's love for singing the Queen of Soul Aretha Franklin. Born in Free Port, Grand Bahamas she migrated to the Turks & Caicos Islands from a very young age and began singing in church and fell in love with entertaining audiences at school functions and concerts around the islands. She became a member of the first Turks & Caicos Cultural Group directed by Joseph Robinson her mentor and traveled to Canada, New York and Atlanta Georgia promoting the Turks & Caicos Islands.

Crowned Miss Turks & Caicos in 1991, she represented the Turks & Caicos at the Miss Universe Pageant in 1992 capturing the Miss Congeniality Award and continues to be an Ambassador for these islands national as well as internationally. Since 1997 to present she entertains guest as a cabaret Performer at one of the islands most popular resorts, Beaches. In 2004 Barbara shared the stage with Artist such as Shaka Khan, Boys II Man and Maxi Priest at the first Turks & Caicos Music & Poetry Festival. In 2006 Barbara formed the newest cultural group Turks & Caicos Folklore Explorers (TCFE) performing throughout the islands keeping culture alive in the TCI. She is known to many as the Songbird of TCI and looks forward to the release of her first album "Time for me" in July. Barbara is the proud mother of two sons, Donovian and James who resides with her. Barbara just released her new song “Forward we march” on Radio Turks & Caicos on the Entertainment Report with the Connoisseur on Sept 28th, 2009. Barbara was also saluted by the Bahamian stars in Providenciales on September 25th, 2009 in the Turks & Caicos Islands.

Honorable Galmo W. Williams, Former Premier
Hon. Galmo W. Williams, MP Premier and Minister of Development & District Administration. Born and raised in the quaint community of Bottle Creek, North Caicos, Galmo (also known as "Gilley") Williams is truly a grassroots, community spirited man.  He received his formal education at the Bottle Creek Dr. Michael Eugene MisickPrimary School (now Adelaide Oemler Primary) and then went on to pursue his secondary education at the Bottle Creek High School (now Raymond Gardiner High) under the tutorship of such well known educators as Hope Hamilton and Raymond Gardiner.  In a quest to further his education he attended the Miami Lakes Technical Institute where he obtained diplomas in Hospitality and Culinary Management.  Over the years he continued to pursue numerous human resource development and culinary training in Buffalo, New York.

Entrepreneurship

Galmo Williams currently serves as CEO and President of Gilley’s Enterprises Ltd., a group of companies he started in 1984.  A man of purposeGwilliams and vision was never about self, in fact he has demonstrated that through hard work and dedication nothing is impossible to achieve.  Gilley, a Chef by profession, first entrepreneurship was the popular restaurant “Gilley’s Café” at the Providenciales International Airport. Today, there are two restaurants total in the enterprise.  With his involvement in the daily running of the restaurants, he set sights on the start of a retail/wholesale wine and spirits company.  The company would now be known as Discount Liquors and Wine Cellar.   Having the first restaurant, located at the Providenciales International Airport, Gilley decided to enter into the duty free business.  Out of this decision, emerged a new successful business venture known as Turquoise Duty Free, an upscale shop at the Providenciales International Airport selling the finest collection of wines, Champagnes and Spirits.

Family Life

A devoted husband, father and son, Gilley finds the pleasure and company of his family extremely important.  He is married to Althea Been and together they have four children and three grandchildren.   Gilley is also an avid sportsman.  Having a love for the game of golf, he devotes time to his game and has won numerous tournaments at home in the Turks and Caicos as well as in the Bahamas, Dominican Republic and North Carolina, USA.

Political Career

As a teenager Gilley was always intrigued by politics but never dreamed he would end up being a politician.  He ran for the 13th Electoral District (Cheshire Hall) during the General Elections of 2003 and won by an overwhelming margin, unseating the incumbent.  After initially declining a ministerial post after a convincing win in 2003, Galmo “Gilley Williams was called upon to serve as Minister of Natural Resources.  A post he would hold until a cabinet shuffle occurred and he was made responsible for Home Affairs, a challenge he did not decline.

After the Boundaries Commission released its report in 2007, he sought to represent the constituency of Long Bay Hills.  Subsequently, the people of the 15th Electoral District, Long Bay Hills to represent them, returned him to the House of Assembly.  Again he was asked to serve as Minister for Home Affairs including Immigration and Disaster Management, a position that he thrived in with fairness and equality.

Gilley considers himself being very fortunate to have served as the second Premier of the TCI.  Hon. Williams is still the Leader of the Progressive National Party.

Community Work

Galmo Williams is a very passionate and a firm believer in education and as a result is a founding member and has served on the Board of Governors of the British West Indies Collegiate, an institution providing quality education in the Turks & Caicos Islands.  

Because of his belief in the fight against HIV/AIDS, he is a founding member and Patron of Turks & Caicos Aids Awareness Foundation (TCAAF).  This foundation was officially launched in December 2003. Since its inception, the TCAAF under the guidance of Gilley, was instrumental in the building of the Edward E. Gartland Youth Center.  Gilley is an active Rotarian and supports numerous other social clubs.  Whenever there is a need for a helping hand in the community, Gilley always offers any assistance he can on behalf of himself and his family.

Galmo “Gilley” Williams is a renaissance man.  A spiritual man who when called up by his people to act, acted with sincerity and humbleness.  Today, he serves as the Turks and Caicos Islands second Premier and Leader of the Progressive National Party.  When asked what one of his main objectives is during his time in office, he replies: “To foster unity amongst all Turks and Caicos Islanders, from every background, with every different socio-economic status, from different political allegiances, to build one Turks and Caicos that we can all be proud of and live in.”

Honorable Michael Eugene Misick, Former Premier

 

misickThe Hon Dr. Michael Eugene Misick was the islands first Premier and was Minister of Tourism, Development, Communications and District Administration of the Turks and Caicos Islands. Following the recent election he became the first elected Premier of the Turks & Caicos Islands. He represents an entirely new generation of political leaders in the Turks and Caicos Islands.

Dr. Honourable Misick was born in Bottle Creek, North Caicos on February 2, 1966.  The son of Mr. Charles and Mrs. Mary Jane Misick. The former Premier received his secondary education at Turks and Caicos High School, and read Law at the University of Buckingham, England where he received a Bachelor of Law degree in 2001.  Honourable Misick is a Barrister at Law of England and Wales and an Attorney at Law, Turks and Caicos Islands.  He is also a member of the Honourable Society of Lincoln’s Inn, London, England.

Prior to entering politics, Dr. Misick spent several years in the Real Estate industry where he began as a Sales Agent.  He rose to become Sales Manager of Prestigious Properties Ltd. From 1984 to 1986, and Managing Director from 1986-1988. In 1988 he founded the Paramount Group, a property and financial services company, which he served as Chairman and Chief Executive Officer (CEO) until 1991.

In 1991 he was elected to the Legislative Council for the first time at the youthful age of twenty-five and served as Minister for Tourism, Transportation and Communications.  While he was re-elected in the 1995 general election, his party lost the majority and took the Opposition benches where he served for four years, aggressively representing his constituencies and sharpening his leadership skills.  In the 1997 General Elections, Dr. Honourable Misick was defeated in his bid for a third consecutive re-election to the Legislative Council by a mere four votes.  While disappointed in his lost, his determination and resilience never subsided.  Always one to “Keep his eyes on the prize”, he decided to use his time (four years out of office) wisely.  He entered the University of Buckingham to study law and was called to the Bar in the Turks and Caicos Islands in 2003.

In March 2002, he was elected leader of the then Opposition People’s National Movement (P.N.P).  In the April 2003 General Elections, Dr. Hon. Misick’s party won 6 out of the 13 seat legislature.  The successful petitioning of the results in two constituencies.  The P.N.P won the by-election and Michael Misick was sworn in as Chief Minister of the Turks and Caicos Islands on August 15th 2003.

misick3In February 2007 after the General elections, his party was returned to the Government with a resounding victory with 13 of the 15 seats then he was sworn in as the Islands first elected Premier as a result of the recent Constitutional Changes prior to the election.

Dr. Honourable Misick is a father, sports enthusiast and loves listening to music in his spare time.

Derek Hugh Taylor (born 1 October 1951 was Chief Minister of the Turks & Caicos Islands from 31 January 1995 to 15 August 2003. He was the former leader of the People's Democratic Movement (PDM) party and has now returned to active politics after defeating Douglas Parnell.

Business and Family and Education

In a world of dramatic and profound change Doug Parnell has been able to assist in growing business and organizations to new levels. He has been at the forefront of numerous sales and business development efforts. He honed his sales skills at King Schools under the direction of John and Martha King’s outside sales force headed by Bob Gephardt. The challenge presented to telecoms after the 1996 deregulation of the telecommunications industry in the United States was daunting. While working as an Area Sales manager for Phoneware-the largest agent for GTE- he met and conquered the out of franchise territory while training a sales force of over 300 persons. Though the challenges of new territories were exciting and rewarding Doug made a decision to become an entrepreneur in October of 1998 forming the company American Business Center Inc. Using his contacts in business the company acted as a consultant and referral agent to various start up companies. That fateful decision saw him looking to his home country Turks and Caicos Islands for development and business opportunities. There he met Tanya Lightbourne who founded Lucayan Ventures Limited and it was here that he met his business and marital match with Tanya and Lucayan. He took on the role of business development and along with his wife has seen the company to new heights, spearheading the acquisition of beachfront land, negotiating the franchise for the largest money transfer in the world for Turks and Caicos Islands territory and acquiring Provo Building Supply, the oldest hardware store in Providenciales. He has served as President of the Providenciales Chamber of Commerce 2005-2007. As Chamber President he grew the organization to over 165 members, participated with Government on various issues affecting the business community, played an active role in the National Development Plan sitting on various committees and consulted with business leaders and groups around the Caribbean region. He attended Mesa College in San Diego and the University of Phoenix Online. He is constantly seeking to enhance private sector development, grow young entrepreneurs into a life of business and enrich the lives of people in his community. The Lucayan Group of companies is active and maintains a strong position in the local economy. The company imports over 6 million annually from the United States of America. He acted as Host for the discontinued popular Television show The Hardline for 18 months. He is married to Tanya Lightbourne-Parnell they have three children Alejandra, Abigail and George Douglas along with Alejah from a previous relationship.

Politics

The Turks and Caicos Islands is a British Overseas Territory with a Westminster style Legislature. The PDM became the first government of the Turks and Caicos in 1976 with the new Ministerial form of government. Since then the party has successfully captured the reins of government in the general elections of 1988, 1995, 1999 and 2003. The party lost power in the bi-elections of August 2003. Doug is the People’s Democratic Movement’s (PDM) appointed member to the House of Assembly. Hon. Parnell was sworn into Parliament after the 2007 general elections which saw his party losing 13 of the 15 seats to the incumbent government. Hon. Parnell has been a member of the party since 1999 when he returned home from California. Since becoming a member of the House of Assembly Hon. Parnell was appointed to the administration committee which has broad oversight critiquing the governments’ policies. He has been instrumental in bringing relevant issues to the fore including Governments subsidizing of the National Lottery(the only known government subsidized gaming operation in the world) and the dangers posed by asbestos in the Government office buildings at South Base on the capital island of Grand Turk where cancer rates have been higher than the national average. He also led the charge and trumpeted the need for scrutiny of the Hospital project bringing the much talked about 235 million dollar mortgage to the attention of the people of the country. He was a candidate for Leadership of his party in the 2008 National Convention. Hon. Parnell is an active member of the Providenciales Branch of The People’s Democratic Movement and he sits on the Party’s National Executive.

Today, because of the challenges we face and the conditions that we are in, because of our political history of instability and uncertainty and the precarious position this puts our future in the Turks and Caicos Islands we are faced with the need and political reality to produce a PDM Leader that can take complex issues and simplify them for the people to make sound decisions. I pledge to use all my God given talents, and abilities, and my burning desire to pull persons from various backgrounds, islands, race, gender, nationality and class toward a common agenda of bettering the lives of our people and transforming our party into the dynamic and dominant political movement it was intended to be. This is the passion that I have for the people of the Turks and Caicos Islands and the country that I call home. Judge me by the quality of my ideas for our future together.

How we can overcome our National Challenges

Firstly, we need a PDM Government that has proven through time to have the passion and political conviction of caring for our people and having our countries best interest at the core of every Government Policy. As a party we have proven while in Government and in Opposition that our ideas are relevant, our desire to seek the best interest of Turks and Caicos Islanders unquestionable and our motivation to act and deliver on policies unsurpassed by any other political force in the Turks and Caicos Islands. I believe, without reservation, that a PDM Government is by far the best plan to overcome our challenges. As PDM’s we are compelled because of our intrinsic makeup and because our foundation was borne out of a struggle to bring equal rights and justice for our people. This is the trust that must be upheld in our top position of the party.

Leader of the Opposition - Honorable E. Floyd Seymour, MHA

Hon. Seymour is serving his first term of political office as the opposition appointed member to the legislative council and serves as a member of the Public Accounts Committee and the Expenditure Committee of the legislative council. In his short time in the Legislative Council Hon. Seymour has developed a reputation of being meticulous, conscientious and a prudent defender of the rights and assets of the people of the Turks and Caicos Islands.

From his first day in the legislative council he has urged his colleagues to let the test of all that is done in the Legislative Council be a simple one; Is it good for the people of the Turks and Caicos Island?

In October 2005 Hon. Seymour assumed the leadership of the Peoples Democratic Movement on a mandate of Returning Power to the People.

During his tenure he has espoused strong views on restructuring the education system in the TCI, creating a culture of ownership among Turks and Caicos Islanders, creating a sound environment for business to flourish based upon merit rather than political interference and has a taken strong stand against crime and government corruption to name a few issues.

To his end he has brought his own Integrity in Public Life (Anti-Corruption) Bill, which was voted against by the government.

Special Prosecutors & Supreme Judges

Personnel changes in the Supreme Court Judiciary

The Governor has agreed to the recommendation of the Judicial Services Commission that with the appointment of Hon Justice Richard Williams to the Grand Court of Cayman Islands; the impending retirement of the current Chief Justice in November 2011; and an additional judge being required for the Judiciary to meet workload demands, there is an immediate requirement for the appointment of three new Judges to the Turks and Caicos Supreme Court Bench.

Applications were received from a large number of well qualified applicants, and, following interviews of the short listed candidates, the Judicial Service Commission has
recommended to the Governor that the following appointments are made:


Chief Justice Hon Justice Edwin Goldsbrough

Goldsbrough was born and educated in England. He was admitted as a solicitor of the Supreme Court of England and Wales in 1980 and obtained a post graduate Diploma in Business Administration in 1988. Having worked in courts administration in England for some years, he worked abroad in various judicial and advisory roles. These included advising on the establishment of the Judicial College of Zimbabwe and the training of newly appointed Judges, training officer and Senior Crown Counsel on St Helena, Supreme Court and Appeal Court Judge of the Republic of Vanuatu and, for the last six years, High Court Judge, Head of the Civil Division and acting President of the Court of Appeal of Solomon Islands. He also chaired the National Judiciary IT working group and devised and delivered training on new legislation for judicial officers.

 

Supreme Court Judges Hon Justice Joan Joyner

Joyner is well known as the present Chief Magistrate of the TCI and has also served in this jurisdiction as Senior Crown Counsel and Resident Magistrate. Joyner was called to the Jamaica bar in 1982 having qualified in law from the University of the West Indies and the Norman Manley Law School. She had already obtained a bachelor of arts degree in English at the Marquette University, Milwaukee. She has been admitted as an attorney to the Jamaica and Texas bars. After working in various legal roles in Jamaica, Joyner worked in TCI as Senior Crown Counsel followed by Director of Public Prosecutions in St. Kitts-Nevis and Senior Crown Counsel in the British Virgin Islands. After a short period in private practice in Texas, she was appointed Chief Magistrate of the Commonwealth of Dominica before her appointment as Resident Magistrate on Grand Turk. She was appointed Chief Magistrate in 2008 when Justice Richard Williams was made a judge of the Supreme Court.

 

Hon Justice Margaret Ramsay-Hale

Ramsay-Hale is from Jamaica where she was educated until attending school in England to take her GCE A-levels. She obtained a bachelor of science in Economics at the London School of Economics and a bachelor of law’s degree from the University of the West Indies. Following completing her legal education at the Norman Manley Law School in 1991, she entered private practice in London chambers before returning to the Caribbean in 1994.Ramsay-Hale has been Crown Counsel, Judge of the Family Court and Resident Magistrate in Jamaica before she moved to Cayman Islands as Magistrate in 1998. She was appointed Chief Magistrate in 2008 and has acted a Judge of the Grand Court. She had been guest law lecturer in Cayman Islands and the United States. She is, at present, the Caribbean regional member of the Council of the Commonwealth Magistrates and Judges Association.

Summary of experience

Helen has spent the majority of her career in the Government Legal Service. She joined the Serious Fraud Office on its inception in 1988, specialising in extradition and mutual legal assistance. Helen worked as an investigating lawyer on some of the SFO's earliest landmark cases including Barlow Clowes and BCCI.

She led the SFO's Mutual Legal Assistance Unit, working on investigations such as Abacha (Nigeria), Berlusconi (Italy), Anglo Leasing (Kenya) and Chiluba (Zambia). She also led an Operational Division responsible for the investigation and prosecution of a number of high profile and complex fraud cases.

Helen was appointed as the first Head of the SFO's Overseas Corruption Unit and led the BAE investigation from its start in1984, until she left in mid 2008. She also oversaw the investigations into the overseas corruption cases of Balfour Beatty, Innospec, Mabey and Johnson and De Puy.

On leaving the SFO Helen was appointed as part of a team of experts, funded jointly by DFID and the Norwegian government to carry out an assessment of anti-corruption capacity and training in Tanzania. She was also contracted to carry out an assignment in Bangladesh, in the lead up to the last general elections, advising the anti-corruption authority on international investigations and the preparation of Letters of Request in some particularly sensitive cases.

Helen is currently appointed as Special Prosecutor to the Government of the Turks and Caicos Islands, leading a large team of investigators and lawyers investigating allegations of government corruption, arising from the Report the Commission of Inquiry lead by Sir Robin Auld QC Public Inquiry in 2008.

She has recently been appointed to the Board of Transparency International UK.

Helen is especially proud of her membership of the Corruption Hunters’ Network, an international group of current and former senior prosecutors and heads of anti corruption bodies, sponsored and funded by the Norwegian Government. Membership is by personal invitation. The group meets twice a year and maintains frequent contact in the intervals between meetings. Its members come from countries as diverse as Southern Sudan, Bangladesh, Argentina, Costa Rica and Madagascar.

Notable Cases

Abacha
The Government of Nigeria instituted wide ranging criminal investigations and asset recovery applications in Switzerland and the UK in pursuit of money stolen from the state during the kleptocracy of the former President General Sani Abacha and his family and associates. The Abacha family brought lengthy judicial review proceedings to challenge the MLA process The process took several years, the JR became a leading case on the principle and practice of MLA and the inter relationship of civil and criminal proceedings and the asset tracing investigation resulted in an examination of the money laundering practices of UK banks that was instrumental in the reforms of the Proceeds of Crime Act and Regulations.

Berlusconi
The prosecuting authorities in Milan have pursued investigations into tax fraud and corruption by Silvio Berlusconi for several years. Important aspects of the case have involved investigations in London and the Isle of Man. Helen worked closely with the prosecutors, advising them on the most effective use of the compulsory powers under s 2 of the Criminal Justice Act, obtaining documents and carrying out interviews on their behalf.

BAE
The investigation into corruption by BAE Systems in Saudi Arabia and elsewhere was conducted by a team of lawyers and investigators who reported to her between 2004 and 2008. She oversaw and gave evidence in the Judicial Review into the decision by the Director to discontinue the Saudi investigation. She also oversaw the investigations in South Africa and Tanzania and working with the NPA and the PCCB in those jurisdictions. She also worked together with Eurojust in the Hague to secure maximum co operation from European law enforcement, including Switzerland, Romania, the Czech Republic, Austria and Sweden


Ministries, Ps's & Chief Executive

Governor

Mr D R (Ric) Todd has been appointed Her Majesty's Governor to Turks and Caicos Islands in succession to Mr. Gordon Wetherell. Mr Todd will take up his appointment in September 2011.

Mr Todd studied history at university and joined the FCO in 1980. He has done postings in South Africa, Czechoslovakia, Germany, Slovakia and Poland. He has worked in various jobs in the FCO London, including three years on the FCO Board as Finance Director, and spent five years in HM Treasury.

On his appointment as Her Majesty’s Governor to Turks and Caicos Islands, Mr Todd has said “I am delighted to be appointed Governor of the Turks and Caicos Islands, which is not only a fascinating new job but also different from postings I have done before. I am looking forward to getting to know the people of the Islands and working with them on all the issues which we face.”


Deputy Governor

Anya Williams has been appointed as the new Deputy Governor of the Turks and Caicos Islands by William Hague MP, UK Secretary of State for Foreign and Commonwealth Affairs with effect from 15 Oct 2012.

The new Turks and Caicos Islands Constitution requires the appointment of a Deputy Governor who is an Islander. The Deputy Governor is the head of the public service and has a key role in ensuring good governance and effective financial management in the Territory. One of Anya’s first tasks will be to attend the Heads of Overseas Territories Public Services meeting in London from 16-17 October.

“Anya Williams was selected through a rigorous and open selection process,” said Governor Ric Todd. "She was a very strong candidate who has previously played a positive role in introducing reform in the Ministry of Finance in the TCI civil service and has worked with all ministries, departments and statutory bodies throughout Government in her previous roles."

“Recognising the importance of the position of Permanent Secretary in the Ministry of Finance in keeping the country’s finances on track, we will look to replace Anya in that role through an open competition at the earliest opportunity.”

The Deputy Governor is Head of the Public Service, a non-voting member of Cabinet and acts as Governor when the latter is absent from the territory. Anya will be the line manager of the Permanent Secretaries and will chair a Permanent Secretaries’ committee that will prepare legislation and decisions for Cabinet. The position of Deputy Governor has been vacant since September 2009.


The Chief Executive of the Public Service

2012 began with a new Chief Executive for the Turks and Caicos Government with Mr. Patrick Boyle taking up the position on January 3rd, succeeding Mr. Martin Stanley.

Mr. Boyle is an experienced UK Senior Civil Servant and has held Chief Executive roles across the public service. His last post was Chief Executive of the Independent Living Fund; a Non Departmental Public Body sponsored by the UK Department for Work and Pensions providing financial support to disabled people across the UK. He joined the UK Civil Service in 2005 leading the programme to establish the British Equality and Human Rights Commission and more recently as Chief Executive of the Housing Benefit Agency in England.

A Health Service Chief Executive by background, Mr. Boyle has held senior positions in Primary Care, Mental Health and Acute Services. He was Chief Administrator in a London Council and is a former Commissioner and Board member of the NHS Regulator.

He is a Fellow of the Chartered Institute of Personnel and Development and is a graduate of the world renowned Meyler Campbell Executive Coaching Programme. He has wide ranging experience of public service reform and change management.

His predecessor Martin Stanley took up the position of CEO on a temporary basis in August this year, following the appointment of the incumbent Mark Capes as Governor of St. Helena. Mr. Capes had been CEO for two years.


New PS's to take over the 5 Ministries are:

Desiree Lewis - P.S. Health & Education

The appointment of Mrs. Desiree Lewis as Permanent Secretary, Ministry of Health and Education was ratified by His Excellency Governor Ric Todd today, Thursday, 2nd August 2012 following a fair, objective and transparent recruitment process.

Mrs. Lewis currently Deputy Permanent Secretary in the Ministry has been the Acting Permanent Secretary since April 2012. A public service official with some 25 years experience she has held Under Secretary positions in the former Ministry of Education, Youth and Sports, the office of the Chief Minister and more recently in the Ministry of Finance. She takes up the position with immediate effect.

Commenting on the appointment TCI Government Chief Executive, Patrick Boyle, Chairman of the interview panel said "I am delighted that Mrs. Lewis has been confirmed in the position of Permanent Secretary, Health and Education. She brings a wealth of experience to the role and can be justifiably proud of her personal commitment to outstanding public service. I look forward to working with her in the transition to a new elected Government".


Wesley Clerveaux - Office of Public Service Management

Wesley Clerveaux has been assigned to the Ministry of Government Support Services which brings together a number of departments currently under the OPSM and Ministry of Works.

Mr. Clerveaux is a results oriented, high-energy, hands-on professional with a successful record of accomplishments in Natural Resource Management, Fisheries, training and public relations. He also brings to the position experience in fiscal management, legislative development, strategic planning, policy formulation, ambassadorial relations and customer service with a strong focus on providing the general public, local businesses and international partners with the highest quality of service.

Mr. Clerveaux’ major strengths include strong leadership, commitment to the principles of good governance, project management, resource mobilization, excellent communication skills, being a strong team player, attention to detail, dutiful respect for compliance in all regulated environments, supervisory skills, budget management and other administrative tasks. He has a thorough knowledge of the current Government structure, roles and practices, and a clear vision to accomplish the Turks and Caicos Government goals.

Mr. Clerveaux has since 2005 been Director of the Department of Environment and Coastal Resources, where he oversees the overall management, planning and deployment of human and other resources throughout the Department and coordinates the review and development of Strategic Plans for the effective management of Protected Areas across the TCI.

Mr. Clerveaux also worked as Deputy Director and Chief Conservation Officer, charged primarily with management and development of the fisheries resources and coordinating implementation of surveillance systems and the scientific monitoring programme for fisheries.

In the early stages of his career, Mr. Clerveaux also worked as Scientific Officer in the DECR and Technical Assistant in the Fisheries Department.

Mr. Clerveaux holds a Masters degree in Natural Resources Management, a Bachelors degree in Biological Science and a wide range of specialized certificates.


Clara Gardiner - Min.Border Control & Labour

Clara Gardiner has been re-assigned to Ministry of Border Control and Labour.

Ms Gardiner first took up the position as Permanent Secretary in this Ministry in August 2009. This after a six year stint as PS in the Ministry of Education, Youth, Sports and Culture. Ms Gardiner had earlier served for one year, from 2002, as the Under Secretary in the Education Ministry. She worked with the Department of Education from 1999, first as Education Officer and then from early 2002 as acting Deputy Director. Ms Gardiner has also worked as a Graduate Teacher and Head of Department at the HJR High School.

Ms. Gardiner brings a long list of major achievements to her post. These include joint coordination for construction of the National Stadium for hosting the 2007 CARIFTA Games. She also worked on development of the Scholarship Policy and Scholarship Database System, and the production of Strategic and Development Plans in the Ministry of Education, Youth, Sports and Culture.

In her current Ministry, Ms Gardiner has led its almost completed Business Plan and change programme, the coordination of the Radar Station Project Working Group (targeted for a summer 2012 completion), coordination of the Irregular Migrant Contingency Plan Working Group, clearing of the Permanent Residence Certificate (PRC) backlog and the public consultation on Pathway to Citizenship.

Ms Gardiner has served on or is serving on the Higher Education Advisory Board, the Culture and Arts Commission, TCI Community College Board of Governors, CXC Administrative and Finance Committee, National Trust and Immigration Board.

She holds a Master of Science Degree in Training and Human Resource Management, a Bachelor of Science Degree, a Certificate in Public Administration and an international Baccalaureate Diploma.


Susan Malcolm - Min. Home Affairs

Susan Malcolm has been assigned to the Ministry of Environment and Home Affairs.

She brings to her new role in-depth knowledge of the Turks and Caicos Islands Government and the Policies, Procedures and Guidelines governing the Public Service, having served Government for over thirty six (36) years in key strategic positions and having obtained tangible outputs in each area.

Ms Malcolm is well versed in the area of Organisational Development, Strategic Planning, Route Cause Analysis, Process Re-engineering, Policy Formulation, Implementation and Evaluation. She has a proven track record of making prudent financial and budgetary decisions and to effectively manage, oversee, coach and mentor staff and delegate authority. She is a devout advocate for Situational Leadership and Emotional Intelligence.

Ms Malcolm is able to conceptualise, propose, develop, implement and evaluate sustainable projects for TCIG. She can also assess and utilize financial, technical and human resources to ensure maximum outputs, and is knowledgeable of the principles of Project Management to plan and organize work for special assignments, projects as well as to meet deadlines.

Ms Malcolm is currently Permanent Secretary and Head of the Public Service Commission Secretariat/Office of Public Service Management. She oversees all Human Resource related matters affecting the Public Service and handles grievances as well as provides recommendations, supports H.E. the Governor, the Chief Executive Officer, Permanent Secretaries and other staff members on such issues.

She served as Under Secretary in the Ministry of Health from 2002 to 2007 and acted a number of times as Permanent Secretary in the Ministry. She also worked as Under Secretary in the Ministry of Natural Resources where she managed the Departments of Environment and Coastal Resources (DECR) and the Coastal Resources Management Project (CRMP).

Ms Malcolm was an Education Planner in the Ministry of Education where she helped develop a five year Education Plan and Education Database Programme in the 1990’s, and also contributed to the development and production of the first Social Studies Book for the Turks and Caicos Islands.

She also worked as Head of the Public Service Commission Secretariat; was a Graduate Teacher at the Helena J. Robinson High School; and a trained teacher at the Ona Glinton and Eliza Simons Primary Schools.

Ms Malcolm holds a Masters Degree in Human Resource Management, a Bachelors Degree and a Teaching Diploma.


Former Chief Executive: Martin Stanley

The Governor appointed Mr Martin Stanley as the Chief Executive of the Turks and Caicos Government following the suspension of parts of the territory's constitution.

Mr Stanley is an experienced UK senior civil servant and regulator. He was in his previous appointments: Chief Executive of the Competition Commission, Chief Executive of the Postal Services Commission, Principal Private Secretary to the Secretary of State for Trade and Industry, and Director of the Cabinet Office's Regulatory Impact Unit.
