Ukrainian forces surrounded the city of Kherson Thursday as they sought to retake it amid reports that Russian-appointed officials had fled.
The counteroffensive happened as Russian President Vladimir Putin spoke at a foreign policy conference, saying that Moscow has no intention of using nuclear weapons in Ukraine.
“We see no need for that,” he said. Putin also doubled down on his accusation that the US and its allies of using Ukraine to secure domination.
